THE CITY OF
1 6
pLALT61 CITY COUNCIL AGENDA REPORT
May 7, 2019
City Manager
TITLE: RECEIVE A PRESENTATION OF MOBILITY FORWARD TRI-VALLEY
PARATRANSIT STUDY AND ADOPT FINAL REPORT
SUMMARY
The City Council identified conducting an Assessment of Paratransit Services as a City
Council Priority in March 2017. In fall 2017, the City of Pleasanton (City) in
collaboration with the Livermore Amador Valley Transit Authority (LAVTA) launched a
comprehensive study of paratransit services called Mobility Forward: Tri-Valley
Paratransit Assessment. The overarching goal of the study was to continue to meet
paratransit needs of tri-valley residents and identify opportunities for greater partnership
and efficiencies between the City and LAVTA, and/or opportunities for consolidation or
re-organization of paratransit services in the Tri-Valley. The study evaluated current
service delivery and determined how to best meet the needs of residents for today and
the future. The study also includes a review of demographics, ridership and service
level trends with a forecast for future service needs. Throughout the duration of the
study there were opportunities for engagement of stakeholders and the community
which have culminated in the Final Report with several recommendations and options
for each governing body to consider for adoption and implementation.
RECOMMENDATION
Staff recommends that the City Council adopt the Mobility Forward Tri-Valley
Paratransit Study Final Report, including various recommended options for improved
services, reliability and performance. More detailed analysis and specific
recommendations for operational changes and service delivery with follow to the City
Council later this calendar year.
FINANCIAL STATEMENT
There is no financial statement at this time. A financial statement will be provided to the
City Council as more detailed analysis and specific recommendations for operational
changes and service delivery are brought forward later this calendar year.
