THE CITY OF <br /> 7 <br /> -•• """' ••'�r � "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> May 7, 2019 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVE THE FIRST AMENDMENT TO THE AGREEMENT WITH MARK <br /> THOMAS AND COMPANY IN THE AMOUNT OF $101,768 TO COMPLETE <br /> ADDITIONAL SURVEY WORK AND EXTEND THE TERM OF THE <br /> CONTRACT TO JANUARY 1, 2020, FOR THE RIGHT OF WAY TRANSFER <br /> TO CALTRANS FOR THE I-680/STONERIDGE DRIVE INTERCHANGE <br /> PROJECT, CIP NO. 16506 <br /> SUMMARY <br /> In February 2018, the City entered into a Professional Services Agreement with Mark <br /> Thomas and Company Inc. to complete the Right of Way (ROW) Transfer to Caltrans <br /> for the I-680/Stoneridge Drive Interchange project, CIP No. 16506. <br /> The Stoneridge Drive interchange was constructed in the late 1980's. The final <br /> documentation transferring right of way to Caltrans was never completed. Caltrans has <br /> requested that the ROW transfer be completed prior to their issuance of an encroachment <br /> permit for the Stoneridge at 1-680 northbound on-ramp project. <br /> The location of the survey monumentation, thick vegetation and the proximity to Interstate <br /> 680 has escalated the work necessary to complete the survey portion of the project. In <br /> addition, several titles are not "clean" and will require plans and legal descriptions to clear <br /> the titles for Caltrans acceptance. <br /> RECOMMENDATION <br /> 1 . Approve the First Amendment to Agreement with Mark Thomas and Company Inc. to <br /> complete the additional survey work and prepare the plans and legal descriptions to <br /> clear the encumbrances on the property titles. <br /> 2. Allocate $34,211 from the Traffic Impact Fee Fund to CIP No. 16506. <br /> 3. Authorize the City Manager to execute the First Amendment to Agreement. <br /> FINANCIAL STATEMENT <br /> The ROW Transfer project, CIP No. 16506, currently has $67,557 of unencumbered <br /> funding. This CIP will require $34,211 in Traffic Impact Fee (TIF) funds to be transferred <br /> to the project account to fully fund the contract amendment with Mark Thomas and <br /> Company, Inc. <br />
