BACKGROUND <br /> In February of 2018, the City of Pleasanton entered into a Professional Services <br /> Agreement with Mark Thomas to complete services relating to the right of way closeout <br /> and transfer process for the I-680/Stoneridge Drive Interchange project. These services <br /> include professional surveying and mapping to assist in transferring five parcels at the <br /> Stoneridge Drive Interchange to Caltrans. When the Stoneridge Drive Interchange was <br /> constructed in the late 1980's, five parcels were dedicated by deed and on parcel maps <br /> for the ramps; however, those dedications do not appear to have been completed and <br /> the Right of Way Record maps have not been updated. <br /> Prior to issuance of the encroachment permit for the Stoneridge at 1-680 Interchange <br /> Project, Caltrans is requiring that these incomplete ROW transfers be resolved. <br /> DISCUSSION <br /> The initial contract with Mark Thomas for the ROW transfer work was on a time and <br /> materials basis with a not-to-exceed amount of $85,636. This maximum was based on <br /> the assumption that the monuments would be easily accessible and survey work on or <br /> near the freeway would not be necessary. <br /> When uncovering monuments, Mark Thomas discovered that sound walls and <br /> vegetation prevent GPS methods from meeting Caltrans standards and a traverse is <br /> necessary. The monument location also necessitates work near the shoulder of the <br /> freeway to see through dense vegetation, requiring freeway traffic control. <br /> In addition to the increase in survey work, the review of the five title reports for the <br /> parcels showed that encumbrances exist, and that additional work will be necessary to <br /> clear the titles. The initial Mark Thomas contract was based on the parcels having clear <br /> titles. Additional exhibits to support discussion meetings with Caltrans along with plat <br /> and legal descriptions will be required in order for Caltrans to accept the transfer. <br /> This additional work is estimated at $101,768 and the contract will need to be extended <br /> to January 1, 2020 to provide sufficient time to complete this additional work. <br /> Submitted by: Fiscal Review: Approved by: <br /> Gerry Beaudin Tina Olson Nelson Fialho <br /> Director of Director of Finance City Manager <br /> Community Development <br /> Attachment: <br /> First Amendment to Professional Services Contract <br />
