Dale Bowman addressed the American Legion's mission, membership, activities, programs and <br /> fundraisers and thanked the City Council for its support. <br /> 10. Public Comment <br /> Nancy Harrington spoke about the End Polio Now campaign sponsored by the Rotary Club; <br /> reported on a recent visit to India where children were vaccinated against polio and addressed <br /> collaboration with other organizations in the fight against it. She spoke of polio cases in Afghanistan <br /> and Pakistan and challenges in the eradication of the disease in those countries. She encouraged <br /> residents donate towards their campaign. <br /> Marina Abreckov, Student, Amador Valley High School, reported parents and students are <br /> concerned about what happened to their principal in terms of the lack of transparency, the school <br /> district's involvement, whether or not appropriate actions are being taken and the high rate of <br /> turnover in the school's leadership. She noted the increased need for mental health services and <br /> commented on the principal's achievements during the last few years and asked the City to get <br /> involved as the issue affects teachers, students and parents. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 11. Consider adoption of a resolution accepting the Mid-Year FY 2018/19 Operating Budget and <br /> amending the budget accordingly <br /> Director of Finance Tina Olson presented the staff report and displayed a PowerPoint presentation <br /> addressing the FY 2018/19 Mid-year Budget, Goals, a General Fund Overview, General Fund <br /> Revenues, Sales Tax Revenue Trends, Property Tax Revenue Trend, General Fund Revenue <br /> Trends, General Fund Expenditures, Expenditure Changes Relative to Personnel and Non- <br /> Personnel, FY 2018/19 General Fund Surplus and Proposed Allocations, FY 2018/19 General Fund <br /> Reserves, Water Operations and Maintenance Fund, Sewer Operations and Maintenance Fund, <br /> Cemetery Fund and Internal Services Funds. <br /> In reply to Mayor Thorne's question regarding the possibility of decreasing the price of plots to <br /> increase the volume sold, City Manager Fialho reported the City is selling the plots based on a <br /> survey of similar cemeteries. He felt it is a function of preference and reported the City does not <br /> have the necessary capital at this time to build out the cemetery according to the original vision. <br /> Councilmember Brown referenced the General Fund Surplus earmarked for Division Street Capital <br /> Improvements and asked whether it will be placed on the City Council's priority list. Mr. Fialho noted <br /> it will appear on Council's workplan, assuming the City Council prioritizes it and the money will be <br /> used to master plan the future condition of Division Street. The City Council will have the opportunity <br /> to influence the desired outcome. <br /> Regarding the PG&E increase of $235,000, Councilmember Brown inquired whether the City is <br /> considering solar power or other alternatives to offset the high PG&E costs. Mr. Fialho reported the <br /> City's entire Operation Services Center is solar-powered. Councilmember Brown commented on a <br /> program where City volunteers would do a survey of private homes for energy efficiency and hoped <br /> the City would take advantage of that as there is a significant increase in energy costs. She inquired <br /> about the sources of increases in property taxes and Ms. Olson advised it is from residential <br /> construction as that is where most of the building is taking place.
