Chair Allen proceeded to hand copies of the letter to the Commission members. <br /> Mr. Beaudin requested that Chair Allen forward her comments by email to staff. <br /> He said since this is the Draft EIR comment period, staff will ensure that all of these <br /> comments are addressed in the Final EIR and he will follow up separately with outreach. <br /> Commissioner Brown referred to Item 1 of the letter and said that he was not sure if this was <br /> correct in regard to the zoning change to allow ground floor residential in a commercial <br /> district. <br /> Mr. Beaudin responded that 300% is currently allowed on Main Street; the change being that <br /> other districts, such as the mixed-use transitional, mixed-use downtown district and some <br /> others would increase, based upon the motion from the February 27 DSP Task Force <br /> meeting, increase the FAR. <br /> Commissioner Brown said the height went from 36-40 feet in the Mixed Use-Transitional <br /> district. In terms of comments made for the 46-foot in some areas, for example Town Square <br /> and the way the EIR is written around the Town Square, there is an envelope for the number <br /> of units and parking assumptions. So, there was no discussion at the DSP whether the <br /> envelope on which the EIR was predicated in regard to the number of units should change. <br /> Therefore, he would argue or comment that Item 3 is not material as it relates to what was <br /> discussed. That region and the envelope did not change as a result of the height changing <br /> because the height is independent of those other parameters. <br /> Mr. Beaudin said everyone is welcome to put comments forward and staff will thoroughly <br /> respond. There may be things that they agree to disagree on regarding impacts, and this is <br /> the purpose of the Draft EIR. <br /> Chair Allen explained that it was her perception, so she trusts staff will determine if she made <br /> mistakes or if more clarity is needed. For example, she did not know the original assumptions <br /> made for Item 3. <br /> Mr. Beaudin said when getting to the Final EIR, staff will have gathered all the comments and <br /> will produce a Response to Comments document; if there are areas that require more clarity, <br /> staff will explain as best they can with follow-up directly related to the comment. The purpose <br /> of the document is to serve as an informational piece for the City Council; therefore, staff will <br /> ensure to cover all areas that are specifically required for the EIR and ensure they have a <br /> healthy policy discussion around issues that may not be as directly related to the EIR. <br /> Chair Allen referred to Commissioner Brown's question in regard to her intent on Item 1; she <br /> clarified that as she understood, the proposed zoning changes specific to Main Street and <br /> that currently, residential use is not allowed behind commercial buildings. She said the <br /> change was to allow residential use behind deep commercial sites with an implication that <br /> given 300% FAR, if recommendations were approved, there's potential for three-story <br /> townhomes to be built behind commercial storefronts; therefore, it could result with an <br /> implication regarding the number of residential units believed to exist in the downtown area. <br /> Mr. Beaudin commented that the discussion is now moving away from the EIR, but to <br /> respond, the existing commercial zoning on Main Street does allow for mixed-use with an <br /> Planning Commission Minutes Page 15 of 18 March 13, 2019 <br /> of 18 March 13, 2019 <br />as a nine-year-old child in the program and Ms. Arango helped him <br /> speak English.
