Pedestrian/Bicycle Facilities
The project will provide pedestrian sidewalks and linkages with seating throughout the
development and to off-site areas, including the adjacent parking fields to the north and south.
Bicycle racks and lockers have also been conditioned to be provided throughout the project to
be located near each building within the project.
In conclusion, the Traffic Analysis concluded that the project as proposed would be consistent
with the prior traffic analysis results that have been completed for the approved Stoneridge
Mall growth, and no new traffic impacts would be generated as a result of the proposed
development.
Parking
The project would result in a total of 5,526 parking spaces for the entire Stoneridge Mall, a
reduction of 1,104 spaces from what currently exists. The applicant has prepared a detailed
parking study comparing the required parking required under the approved development
agreement, the required parking per the PMC, and the proposed provided parking. A summary
of the analysis is outlined in Tables 2 and 3.
Table 2: Parking Required per Develo ment Agreement
Use Proposed Square Parking Parking Required
Footage Ratio
Department
Stores/Mall
Stores, 1,257,685 4.5/1,000 5,660
Restaurants,
Grocery2
Cinema 39'699 1/6 seats 167
(1,000 seats)
Fitness3 123,750 1/300 413
Total 1,421,134 1/227 6,240
Table 3: Parking Required per Pleasanton Municipal Code
Use Proposed Square Parking Parking Required
Footage Ratio
Retail Stores 1,178,971 1/300 3,930
Restaurants 55,845 1/200 279
Grocery 22,869 1/150 152
Cinema 39'699 1/6 seats 167
(1,000 seats)
Fitness3 123,750 1/300 413
Total 1,421,134 1/290 4,941
2 After reviewing previous approvals for PF Chang's and the Cheesecake Factory, it was determined that the City had
previously calculated all restaurants and internal stores at the Mall at a 4.5/1000 parking ratio in accordance with the DA and
calculated stand-alone specialty uses such as a cinema or fitness facility at a rate consistent with the PMC or other rate
determined on a case-by-case basis. This is slightly different than shown at the PC Workshop, but consistent with previous
Design Review approvals.
3 Per the PMC,parking requirements may be established by the Planning Commission on a case-by-case basis for uses not
listed in the PMC.Per the submitted Parking Analysis, staff is recommending a parking ratio of 1/300.
P18-0340, Stoneridge Shopping Center Planning Commission
14 of 17
opment under the
existing Development Agreement.
On-site Access and Circulation
The TIA evaluated the site access and on-site circulation for the proposed project with access
to the site provided via two main drive aisles on Stoneridge Mall Road, reduced down from
nine. Based on the Traffic Analysis and observations of existing peak-hour operations, there is
sufficient capacity and circulation within the proposed parking lot to accommodate the queues,
and safety would not be affected if the queue extended past an adjacent drive aisle
intersection.
P18-0340, Stoneridge Shopping Center Planning Commission
13 of 17
hopping Center Planning Commission
12 of 17
erim, the
applicant will leave the existing Stoneridge Mall Road street section as-is and create an interim
20-foot landscape area between the existing curb and the new sidewalk as shown in Figure 5.
The applicant will be required to dedicate the land or provide public easements over the land in
the future, when the additional Stoneridge Mall Road improvements move forward. The new
pedestrian sidewalk and planter strip along the inner part of Stoneridge Mall Road would serve
as the protype for all future development within the inner loop of the Mall creating greater
P18-0340, Stoneridge Shopping Center Planning Commission
8 of 17
