Number, Size, Frequency and Location of Large Outdoor Events/Activities <br /> 3. Size and Location of Small Outdoor Gatherings <br /> 4. Amplification at Outdoor Events <br /> 5. Operation and Design of Preschool Playground <br /> 6. Use of the "Buffer Area" (area of the property outside of the patio and <br /> playground) <br /> The August 21 Conditions are included in Attachment 2, for reference. <br /> 1. Maximum Occupancy of Chabad Facility <br /> Condition No. 4 of the August 21 Conditions limits the total maximum occupancy of the <br /> facility to a maximum of 120 persons, inclusive of staff and guests, and either for indoor <br /> or outdoor events/activities. This limitation was established based on a statement in the <br /> applicant's narrative. Since then, however, the Chabad has indicated that their current <br /> and projected attendance, particularly during major religious holidays, may exceed this <br /> number. <br /> Appellants' Proposed Revisions <br /> Millers: <br /> No revisions suggested. <br /> Chabad <br /> • Chabad has requested that the total occupancy of the facility be increased, and <br /> limited based on provision of adequate parking, per the standards of the PMC. <br /> Staff Analysis/Response <br /> Capacity Based on Parking Demand <br /> An analysis of the facility's parking demand is included in the April 25, 2018 Planning <br /> Commission staff report, considering both typical Friday and Saturday synagogue <br /> attendance, as well as larger events. Key points of the analysis include: <br /> • There would be adequate parking based on the PMC standard of one space per <br /> 60 square feet of usable space, for non-fixed-seat religious facilities. Since there <br /> would not be overlap between regular Friday and Saturday synagogue services <br /> and other Chabad activities, the parking requirement was calculated based on <br /> the square footage of the space designated for the synagogue within the larger <br /> facility. This approximately 2,138 square foot area would require 35 parking <br /> spaces, per the PMC. Chabad's application indicated that typical synagogue <br /> attendance is 30-60 people. With assumptions that many members will carpool <br /> as a family, and that a proportion will walk to services, there appears to be <br /> adequate on-site parking. <br /> Page 4 of 14 <br />
