milling and paving was billed to the $600,000 transferred to the project from the Streets General Fund Reserve. It is recommended to return the remaining balance of $281,827 to the Streets General Fund Reserve. Ranger expenditures are summarized in Attachment 1. A total $16,801,233 was expended, including $1,073,076 of non-eligible loan and grant work, leaving a total of $15,728,156 that can be billed to the loan and grant. The City has submitted and received full payment on $14,863,994 of Ranger's work from the SWRCB, and is in the process of submitting an invoice for the remaining work completed by Ranger. The second phase of work, the installation of the Ken Mercer Sports Park booster pump station, is being completed by GSE with anticipated completion in spring 2019. SWRCB authorized the reimbursement of the second phase expenditures, utilizing the remaining loan and grant balances not expended under the Ranger contract. The existing contracts with the consultants were utilized for the second phase of the project and will be included in the GSE project closeout. During the first phase of the project, the consultants utilized $834,585 of the anticipated $1 ,092,865 expenditure. A total reimbursement of $780,197 for consultant fees has been received, with the remaining balance to be invoiced to the SWRCB with the final invoice from Ranger Pipelines, Inc.
