Ranger completed all the original contract and contract change order work by April 2017 <br /> with the exception of the Sports Park booster station procurement. On May 29, 2018, <br /> the City released the project retention after completion of a one-year warranty review of <br /> the work. <br /> DISCUSSION <br /> Ranger Pipelines, Inc. completed $16,801,233 of work that consisted of installing the <br /> backbone of a recycled water system servicing Hacienda in northern Pleasanton, Ken <br /> Mercer Sports Park, and Tennis and Community Park. Approximately 9.7 miles of new <br /> recycled water pipelines, two turn outs (metered connections to DSRSD's recycled <br /> water system and the City of Livermore's system), 136 customer service laterals, <br /> procurement of a booster station, and repurposing of the Tassajara Reservoir and <br /> Clean Water Revival Line. Forty-four change orders totaling $2,052,208 were issued, <br /> including the balancing change order. Change orders generally were for additional work <br /> to extend and improve the recycled water system. The work included the extension of <br /> pipeline down Gibraltar Drive, procurement of the Ken Mercer Sports Park booster <br /> station, Tassajara Tank valve vault improvements, permanent recycled water system <br /> pipe flushing locations, changes to restraint pipe lengths, and various other issues <br /> associated with unforeseen conditions. <br /> The change order work also included Ranger performing three emergency repairs to the <br /> City's potable water system. They were asked to perform the repairs because they were <br /> mobilized in the City with the right expertise and equipment to most effectively perform <br /> the work. Ranger performed emergency repair work on the potable water system when <br /> the water line failed in the planter box areas on the box culverts at Stoneridge Drive at <br /> Chabot Canal, West Las Positas at Chabot Canal, and West Las Positas at Tassajara <br /> Creek. These failures all occurred due to the soil settlement in the area adjacent to the <br /> relatively rigid bridges. The change orders totaled $365,485 and were billed to the <br /> Annual Water Line Replacement Project, CIP Nos. 14128/15128. These expenditures <br /> are not eligible for loan and grant reimbursement. <br /> At the Ken Mercer Sports Park, the pavement restoration limits were extended along the <br /> full length of Sports Park Drive and parking stalls to replace failing asphalt. The work <br /> included installation of a new asphalt concrete berm to accommodate the overlay. A <br /> total of $330,722 was billed to the City Parking Lots-Resurfacing Project, CIP No. <br /> 13434. These expenditures are not eligible for loan and grant reimbursement. <br /> The recycled water line was extended by Ranger through the intersection of Bernal <br /> Avenue and Valley Avenue prior to the resurfacing of the intersection. A total of $58,697 <br /> was billed to the Valley Avenue Recycled Water Main Extension Project, CIP No. <br /> 16148. This work was outside of the environmental clearance area for the State funded <br /> project and not eligible for loan and grant reimbursement. <br /> The project included full-lane-width milling and paving to restore the roadway after the <br /> pipeline installation. The SWRCB deemed full-width milling non-eligible, and only <br /> covered the cost for paving over the trench line. A total of $318,173 non-eligible work for <br /> Page 3 of 4 <br />
