BACKGROUND <br /> The project consists of removal and replacement of curb and gutter (to improve <br /> drainage flow), and removal and replacement of damaged sidewalks that are potential <br /> tripping hazards. Access ramps that are damaged, missing, or far out of compliance <br /> with current standards are also included in the project in order to meet current ADA <br /> standards. The proposed concrete work is carefully coordinated to occur prior to the <br /> upcoming annual street resurfacing program. Additional locations are selected from the <br /> Street Division's high-priority work order list, as well as requests from the Traffic <br /> Engineering Division to address various traffic calming and safety issues they have <br /> identified during the year. See Attachment 1 for general project locations. <br /> DISCUSSION <br /> The Annual Curb and Gutter Replacements for Streets Resurfacing Project, CIP No. <br /> 18509, consists of removing and replacing approximately 4,500 square feet of sidewalk, <br /> 1,700 linear feet of curb and gutter, 33 new pedestrian ramps, and minor improvements <br /> to existing ramps to bring them into compliance. In addition, this project includes <br /> approximately 110 lineal feet of concrete pathway to connect Foothill Road to the <br /> existing sidewalk in two locations, improving safety for bicyclists and pedestrians, as <br /> well as a bulb-out along Neal Street, near Railroad Avenue, to improve pedestrian <br /> safety. <br /> Bids <br /> Sealed bids for this project were opened on March 26, 2019. There were a total of <br /> seven bids received that ranged from $438,386 to $614,983, compared with the <br /> engineer's estimate of $500,000 (see Attachment 2, Bid Summary). <br /> The lowest responsible bid was received from Rosas Brothers Construction of Oakland, <br /> California, in the amount of $438,386 which is approximately 12 percent lower than the <br /> engineer's estimate. All other bid documents were found to be in order and past work <br /> performed by Rosas Brothers Construction was verified to be satisfactory. Staff <br /> recommends award of the construction contract to Rosas Brothers Construction. <br /> Budget <br /> The anticipated total expenditure for this project is $496,311, including a construction <br /> contingency of $43,839. Staff recommends that the contingency amount for this project <br /> be set at 10 percent of the construction contract for potential expansion of project limits <br /> due to defects that may become apparent during the demolition phase. The budget also <br /> includes $9,000 for tree removal and $5,000 for material testing services, utilizing <br /> existing on-call contracts. <br /> A total of $250,000 was budgeted for this project in the 2018/19 Capital Improvement <br /> Program based upon work identified as being required before the 2019 Street <br /> Resurfacing Project. An additional $177,811 is recommended to be transferred from the <br /> Annual Sidewalk and Intersection Ramp Installations Project, CIP No. 18505, to fund <br /> ADA ramp installations. <br /> Page 2 of 3 <br />
