BACKGROUND AND DISCUSSION Pursuant to Article 1, Section 2 of the United States Constitution, the U.S. Census Bureau is required to conduct an accurate count of the nation's population. The next Census is scheduled for April 1, 2020. As a nationwide effort, the U.S. Census Bureau relies on partnerships with numerous local agencies and organizations to ensure the count is complete and accurate, including enumeration of traditionally hard to count populations. The Census provides a unique and valuable source of demographic, socio-economic, housing and other data that, among other purposes, is used as the basis to determine and allocate billions of dollars of annual funding from the federal government to states, cities, counties and local agencies, as well as to apportion seats in the U.S. House of Representatives, and define legislative district boundaries. Therefore, it is in the interest of the City of Pleasanton, and other local agencies, to ensure the Census properly counts our local population. This year, for the first time, many households will have the opportunity to complete the Census on-line, presenting an additional challenge in informing and facilitating residents' participation. For its part, the City of Pleasanton has been engaged with the work of Alameda County's Complete Count Committee (CCC), which is providing resources and tools to assist local communities in conducting census outreach, and coordinating with multiple stakeholder groups across the County to maximize participation. City staff will be convening a team to develop a local program to publicize and encourage participation in the April 2020 Census through a variety of tools, to complement the work of the County CCC. Partnerships with other agencies such as PUSD, and with local community and non-profit groups will be an important part of this effort. With the Census now less than twelve months away, the League of California Cities, on behalf of the California Census Office, has requested cities provide a resolution, recognizing the importance of the 2020 Census, and supporting efforts to ensure a complete, fair and accurate count of all Californians.
