Philip Hoon, Owner, Hacienda Mobile Home Park, provided a brief background on his ownership of <br /> the park, reported they have good management in place and discussed efforts in addressing <br /> resident concerns. He spoke in support of the agreement and requested Council approval. He <br /> thanked the City for negotiations between him and residents, commented on daily maintenance <br /> reports and quarterly maintenance meetings and addressed the maintenance committee. <br /> Mayor Thorne closed public comment. <br /> MOTION: It was m/s by Brown/Narum to approve the agreement providing for stabilization of mobile <br /> home space rents with Pleasanton Hacienda 1, LP. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 19. Consider adoption of the City Council 2019/2020 Work Plan <br /> City Manager Nelson Fialho reported this is part two of the process and provided a brief background, <br /> referenced the workshop and addressed definitions resulting in resource allocations. Once the Work <br /> Plan is adopted, it will become the basis for the operating budget and capital improvement plan. <br /> Mayor Thorne opened public comment. <br /> Frank Capilla referenced the Pleasanton/Pioneer Cemetery, provided a brief history, addressed the <br /> draft Master Plan, listed maintenance items yet to be done, commented on costs of improvement, <br /> and asked the City Council to please finish the project. <br /> Arne Olson referenced the Merritt project, reported staff identified it as Priority C, and expressed <br /> concerns that it will not move forward. He reminded the City Council that it voted unanimously to <br /> address safety issues along Foothill and believed this project will do just that. He asked that it be <br /> identified as Priority B, so that it is completed within the next two fiscal years. <br /> Steve Van Dorn, President and CEO, Pleasanton Chamber of Commerce, spoke in support of the <br /> Merritt development and suggested identifying it as a Priority B to move the project ahead as soon <br /> as possible. <br /> Aimee Ose asked that the Merritt development be identified as a Priority C or lower as requested <br /> by her husband, the president of their homeowner's association, adding that 99% of residents are <br /> concerned because of traffic and safety issues on Foothill Road as well as negative impacts to <br /> property values. <br /> Jim Summers said his intent to bring a project that is in keeping with the character of the surrounding <br /> community and work closely with neighbors to address their concerns. He urged the City Council <br /> to identify the project as a high priority so they can begin to move the project forward. He promised <br /> to work with staff on project goals. <br /> Mayor Thorne said he was told the community was in support of the project, which is not the case. <br /> Mr. Summers said they were given a list of questions to address with the adjoining community and <br /> felt there is a misunderstanding of the process. <br /> In response to Councilmember Brown's inquiry regarding impacts on traffic and age qualifications, <br /> Mr. Summers reported there is data on the national average of age qualification, noting older <br /> City Council Minutes Page 4 of 11 March 19. 2019 <br />
