15. Presentation of a proclamation declaring March 2019 Meals on Wheels Month <br /> Councilmember Brown read and presented a proclamation declaring March 2019 Meals on Wheels. <br /> Lara Calvert commented on the Meals on Wheels program and noted they not only deliver meals <br /> but also provide critical safety checks. She invited Members of Council to ride along with volunteers <br /> to deliver meals to Pleasanton residents. <br /> Councilmember Testa discussed her experience in the Meals on Wheels program and thanked Ms. <br /> Calvert for the service they provide. <br /> 16. Public Comment— None <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 17. Introduction of proposed Memorandum of Understanding between the City of Pleasanton and the <br /> Pleasanton City Employees Association/AFSCME Local 955 with term ending March 31, 2022 <br /> Director of Human Resources/Labor Relations Debra Gill discussed the proposed contract between <br /> the City and its employees. She addressed met and confer requirements, number of employees in <br /> the group, contract terms, negotiation objectives, details and key elements of the tentative <br /> agreement, other proposed changes to the contract, and noted no action is required as this time, <br /> Council will consider approval at their next meeting. <br /> Mayor Thorne opened public comment. <br /> Daniel McVay, representing AFSCME Local 955, reported the group ratified the tentative agreement <br /> last week. He felt the agreement will be good for the City, as well as the employees, and thanked <br /> City staff for their help. <br /> Mayor Thorne closed the public comment. <br /> 18. Consider approval of an agreement providing for stabilization of mobile home space rents with <br /> Pleasanton Hacienda 1, LP <br /> City Attorney Dan Sodergren presented the report including a brief background, details of the <br /> current agreement, the residents' agreement committee, term of the proposed agreement, annual <br /> increases to monthly rent, new monthly rent upon a transfer of ownership, outreach to residents, <br /> and recommendations. <br /> Councilmember Brown questioned how maintenance and park improvements are handled in the <br /> contract. City Attorney Sodergren said the contract contains maintenance provisions per the <br /> Municipal Code which have been incorporated into the agreement. <br /> City Manager Fialho added there is also a requirement for a Resident Maintenance Committee to <br /> interface with the park ownership. <br /> In response to Councilmember Testa regarding rent comparisons with other mobile home parks, <br /> City Attorney Sodergren reported there is an adjacent mobile home park that has a similar rent <br /> stabilization agreement and that the rents are fairly comparable. <br /> Mayor Thorne opened public comment. <br /> City Council Minutes Page 3 of 11 March 19. 2019 <br />
