However, inclusion also means existing City sites have been evaluated for <br />compliance with California Title 24 and ADA 2010 Standards for Accessible Design <br />requirements,' and that a phased retrofit plan (known as a Transition Plan) has been <br />prepared. The City prepared a Transition Plan in 2004 and updated it in 2008. Retrofits <br />listed in the Transition Plan have been included in the biennial Capital Improvement <br />Plan, a plan that is managed by the City's Engineering Department. <br />While the Library was not part of the original study, the Library team participated in the <br />trainings and has implemented many inclusionary elements—from adding inclusion <br />request language on all program flyers to developing new programs specifically <br />designed to be inclusionary. <br />The Library launched a Sensory Story Time series in 2019, held one hour prior to <br />Library opening on Saturdays, to allow for a limited distraction environment and special <br />provisions for young children on the autistic spectrum or those who have sensory issues <br />that may preclude them from attending a traditional story time. Lights are lowered and <br />noise is reduced. Children come with family members, caregivers, and siblings. Stories <br />and the program content are carefully selected by Youth Services Librarians with <br />special training in sensory -friendly programming. Children and their families can feel <br />comfortable coming in and out of the story time, sitting outside the group, and moving <br />about if needed. Fidget toys and sensory tools (noise cancelling headphones and <br />sunglasses) are available for families that would like to utilize them. Children are <br />encouraged to explore and enjoy the library after the story time while the library is <br />Page 4 of 5 <br />
