Ms. Murphy noted that public comment is always welcome at <br />Commission meetings. <br />Commissioner Lehman liked the idea of replacing fines with services for children and as they <br />learn responsibilities, fines could be applied for adults. Ms. Murphy advised that it is typical <br />to have no fines for children and seniors, but not providing equal services can be cause <br />challenges. She noted that most libraries are moving to a Materials Return Policy. <br />Commissioner Lehman indicated that he views fines as a sin tax and doesn't support any sin <br />tax. He felt City Council should be asked to provide more funds to help cover any loss <br />because of eliminating fines. Ms. Murphy commented on ways of offsetting the loss by <br />looking for efficiencies. She discussed the city's budget management and areas that can be <br />considered for offsets to the loss of revenues without disrupting any public services. <br />Ms. Bushong provided information received from library comment cards. <br />Chairperson Hertle commented on the mission of the library to provide services to all, how <br />the library is relevant to the community, and why she had asked the Taylors to attend the <br />meeting. She commented on the topic of getting people to visit the library and attend Library <br />Commission meetings, and felt it was important that the Commission hear from members of <br />the community. Chairperson Hertle felt it was time for the City of Pleasanton to replace <br />library fines and fees with a Materials Recovery Policy and believes there are enough <br />positive statistics to support such. She felt because people were embarrassed to return <br />items late and encounter late fees that they often chose not to return items and not return to <br />the library. <br />Commissioner Skowlund was informed by Ms. Murphy that staff was analyzing aspects of <br />duplicated programs between various divisions of the department and are collecting <br />information to determine what and when changes should be made. She advised that <br />information pertaining to this would likely be made available in the fall. Commissioner <br />Skowlund indicated that she would like to know all components before voting on something. <br />A motion was made by Chairperson Hertle, seconded by Commissioner Rai, recommending <br />City Council adopt a new materials recovery policy to replace the existing fines and fees <br />model and consider offsetting any loss in revenue with funds from the City's budget. <br />ROLL CALL VOTE: <br />AYES: Commissioners Damaser Grewel, Lehman, Rai, Skowlund, and Chairperson <br />Hertle. <br />NOES: Commissioner Nibert <br />ABSENT: Commissioner Sabatini <br />ABSTAIN: None <br />Library Commission <br />March 7, 2019 <br />Page 4 <br />
