Mr.Nelson Fialho/Dr.David Haglund Page 5
Preliminary Issues Assessment of Potential Colocation of Maintenance Facilities
training)or are minimal,as in the case of the public contact. The District's non-
maintenance operations would bring a different set of issues to the Center, with parents,
young people and other members of the public on site.It could result in difficult
situations with respect to circulation and other conditions that would not be easily
reconciled.
• Having two agencies on one site will involve management issues and it will be
important for there to be clarity about who is in charge of the center and who makes
decisions when an issue arises.
• The City has several departments utilizing the center now, and their interests should
also be considered as to how the site will work with new functions should the District be
located there.
• The management team of both the District and City representing the operations
involved will need to invest significant time working through many issues. This effort
will need to be factored into their regular workload and is the feasibility of doing so will
need to be determined.
• An extensive public process regarding expanding operations on the existing site is
likely, given interests of the adjacent residential development.
Sixteen Issues for Consideration
Each of the 16 issues is addressed below.
1. Which functions are appropriate for co-location at the Operations Services Center?
The predominant function at the Operations Services Center is that of maintenance and
operations, with police and fire training functions on site. The City has some public-facing
services, but they are limited. The School District's functions proposed to be moved are
broader in scope than exists on the Operations Services Center Site. The functions other than
maintenance or operations for both entities are shown in Table 2 below.
Table 2. City staff expressed interest in limiting any
co-location to maintenance functions only.District staff noted they would need to examine
the functions further to determine which should be proposed for relocation.
