"5.07. Appeal to Commission In the event the subdivider is dissatisfied with any determination of the Review Board or its designee, either as to the determination as to whether a pro- posed subdivision qualifies as a minor one, or as to~ any requirements or conditions which the Review Board seeks to impose, then the subdivider may appeal to ~ the ~ommission by filing a statement in writing with the Planning Director within three days prior to final action by the Planning Commission under Section 5.08, stating his reasons for appeal." "5.08. Determination by Commission. The Commission must approve, affirm, reverse or modify any determination of the Review Board or its designee with respect to the proposed minor sub- division, within 30 days after Review Board action ~ under Section 5.04." Section 13.107.5 of Ordinance 520, dealing with zoning is hereby amended, said amended section to provide as follows: "13.107.5 Preliminary Development Plan If the land for which a Planned Unit Development is proposed is to be subdivided, a preliminary develop- ment plan shall be submitted prior to the submittal of a tentative development plan. The preliminary development plan and the preliminary subdivision map shall be considered by the Review Board as provided in Section 3.02 of Ordinance 358."
