Ms. Green indicated that it was suggested at the Council meeting that the committee be a permanent <br />committee. The group was interested in pursuing that the committee be permanent and noted the importance <br />of working on environmental issues (air quality, fires, water conservation, energy, etc.). They also <br />discussed the idea of having the committee meet on a monthly basis or creating sub -committees on various <br />topics. Ms. Yurchak suggested making a recommendation for permanent status and then the committee <br />would have an opportunity to come back to the council with a recommendation that would be included with <br />the resolution. She also suggested that the committee look at the other meeting structures of the other <br />committees and commissions (i.e. holding special meetings when necessary, sub -committees, scheduling <br />monthly and canceling if there aren't enough discussion items, etc.). <br />Ms. Chang inquired if it would be possible to seek volunteers or hired additional staff to assist with <br />environmental issues. Mr. Dolan explained the process for requesting for additional staff in terms of <br />competing city-wide and that it can be a balancing act. He reported that the chances of getting additional <br />staff is very slim. He also indicated that it can sometimes take more time and effort to supervise volunteers <br />and there are other union issues as well. <br />The committee discussed at length the priorities to determine the list of items to add to the list and the order <br />of importance. <br />MOTION to recommend to City Council the following priorities in order of importance: <br />1) Climate Action Plan 2.0 (add implement to the project description); <br />2) Conduct East Bay Community Energy Assessment and Present to Council for Consideration to <br />Join the JPA or not; <br />3) Continue to Participate with Regional Agencies on a Study of Water Supply Alternatives; <br />4) Evaluate and Implement Making Water Conservation a Way of Life Executive Order B-37-16; <br />5) Consider making the Committee on Energy and the Environment a Permanent City Committee; <br />Motion by: Chang Seconded by: Brown <br />All Ayes <br />MATTERS INITIATED BY COMMITTEE MEMBERS <br />Ms. Green inquired on the status of the 5G Towers. Mr. Dolan indicated that this item would be reviewed <br />by the City Council at a special meeting to try and maintain some of the ability to regulate. <br />REPORTS ON CONFERENCES AND SEMINARS ATTENDED BY COMMITTEE MEMBERS <br />Ms. Green inquired if she could receive reimbursement for attending a conference and when is she <br />representing the committee and when would she not be. Ms. Yurchak noted there is not a budget for this <br />committee. Mr. Dolan reported that Ms. Green could report she is on the committee whenever she wants <br />however to distinguish between her own personal opinion vs. something that was voted on by the entire <br />committee. <br />Ms. Chang reported on her recent attendance at a carbon pricing conference. The committee was interested <br />in having a presentation in the future on the Carbon Dividend Act which is legislation under federal law. <br />The committee requested the following items be added to the March 27, 2019 agenda: <br />1) Term extension of the committee, <br />2) CAP Update; <br />3) Joint Tri -Valley Potable Re -use Technical Feasibility Study; <br />ADJOURNMENT <br />Energy & Environment Committee Minutes Page 5 of 6 <br />
