Ms. Chang indicated that were lots of opportunities to work together on various projects that could be <br />integrated into some of the projects the committee has been talking about for the CAP (i.e. land use has a <br />lot to do with greenhouse gas emissions, Bernal Community Park which could incorporate regenerated <br />farming). She felt there were also lots of great opportunities for community outreach to get the youth in <br />the community involved. <br />Ms. Green recommended that if there aren't opportunities to capture some of the ideas into the CAP right <br />now for various reasons (i.e. funding, technology isn't available yet), that the ideas be captured <br />somewhere so they can be reviewed periodically. <br />Mr. Cartwright inquired on what the role of the committee is with the Joint Tri -Valley Potable Reuse <br />Technical Feasibility Study. <br />Ms. Kathleen Yurchak, Director of Operations and Water Utilities, indicated that this project initially was <br />a Council priority which was brought before the committee for informational purposes because it is such a <br />collaborative reginal project working with five agencies. The representation of the committee is made up <br />of Council members, City Managers and members from Zone 7 and DSRSD. This project is already at a <br />Council level and Pleasanton is the only city with a committee on the Energy and Environment in the Tri - <br />Valley. She reported that at a recent Council meeting the Council discussed having representation from <br />the Energy & Environment Committee in addition to the two Councilmembers on the Tri -Valley Water <br />Liaison Committee in an advisory capacity. This will be brought forward for consideration at the March <br />12, 2019, City Council workshop during the Two -Year Prioritization Process. <br />The committee discussed at length regarding the priority to continue to participate with Regional <br />Agencies on Exploring Potable Reuse. Ms. Yurchak provided an update on the status of the project and <br />reported that the next meeting is scheduled for April 24, 2019. The committee requested to reword the <br />title to be more inclusive of all water supply alternatives vs. just calling out potable reuse. <br />Ms. Jill Buck, 2529 Via Espada, expressed her interest in the committee prioritizing the City's Climate <br />Action Plan and the importance on reducing greenhouse gas and climate adaptation. She was also concerned <br />about energy. She is hoping to see efficiencies and more renewables. She also stressed the importance of <br />adequate staffing resources to address the many issues in the CAP. <br />Mr. Bruce Daggy, 5989 Corte Espada, indicated that just putting monies into creating a CAP 2.0 is useless <br />without providing adequate funding for implementing the efficiency gains which will actually save the tax <br />payers and city money. He felt the action is what is really important not the CAP document itself. He said <br />it's about getting to sustainability and where the city needs to be. <br />The committee discussed the CAP at length and the importance of creating a strong mission statement and <br />including public input. <br />Ms. Green and Mr. Lee reported on two letters that were received from the public from Matt Sullivan on <br />the Climate Action Plan and Becky Dennis on pilot carbon sequestration. Ms. Green suggested having <br />someone provide a presentation on the pilot carbon sequestration at some point but didn't think it was a <br />priority right now. <br />Ms. Chang felt there were other opportunities (i.e. Community Farm) to achieve some of the shared goals. <br />Mr. Lee indicated that the city can reap the benefits of carbon reduction however not in the context of <br />creating a program for carbon banking because the scale is not right. Brian Dolan warned the committee <br />not to include every idea received unless it is warranted. The committee appreciated the efforts from the <br />residents who provided their input. <br />Ms. Green was interested in keeping the committee informed on issues related to garbage. Mr. Dolan <br />reported that entire state is working frantically on this extremely difficult issue. <br />Energy & Environment Committee Minutes Page 4 of 6 <br />
