The preliminary review and formal applications were referred to the EBRPD for comments. The <br />EBRPD has continuously requested the staging area be located closer to Dublin Canyon Road <br />and include Parcel C as part of the land being dedicated to the EBRPD. The following are <br />detailed comments from the Park District regarding the land dedication: <br />1. Staging area: The location, as currently proposed, presents significant management <br />concerns, primarily for public safety and visibility. The staging area is sited too far from <br />Dublin Canyon Road and Park District staff would prefer it be located adjacent to Dublin <br />Canyon Road (where Lots 32 & 33 are located). Furthermore, the District would like to <br />see an enhanced entry design at Dublin Canyon Road leading to the staging <br />area. District staff noted the proposed driveway to the staging area is larger than shown <br />in previous designs, though is concerned this is still not sufficient. <br />2. Long term ownership and management of the creek corridor: There is a significant <br />portion of Devaney Creek proposed to be retained in private ownership by the Lester <br />family (Parcel C). The District would like permanent protection of the creek corridor and <br />have it be properly managed. The District needs clarification regarding the protection <br />and maintenance of Devaney Creek. <br />3. Visual impacts: The District is concerned about viewshed impacts from Lots 5, 6, & 7 on <br />the southern portion of the project site. The District needs clarification regarding the <br />possible visibility of Lots 5, 6, & 7 from Pleasanton Ridge and/or the staging area. The <br />District requests a thorough visual analysis be completed for CEQA purposes and/or <br />encourage the City approval process to consider views from Pleasanton Ridge trails <br />and the proposed staging area. <br />4. Street A trail connection clarification: There are discrepancies with the development <br />proposal for trail access/connection. There is a "new access" trail, adjacent to Lot 5, on <br />the proposed EBRPD land for staff and land management only. However, the same <br />access point is marked as, "Future Trail Connection" on other plan sheets. the District <br />would like clarification on the access type and permitted uses of the access from the <br />Street A cul-de-sac. <br />EBRPD has also conveyed the following advisory information and comments to the City and <br />Ponderosa Homes, should the project be approved as proposed: <br />• The developer will need to establish a long-term funding mechanism such as a <br />Community Facilities District to cover the staging area and road maintenance, fire and <br />public safety. <br />• Provision for access easements for emergency and public access through the proposed <br />development project area and guaranteed emergency vehicle access maintenance <br />association (EVMA) and public access along the staging area access road. <br />• If any conservation easements are required on the open space dedication parcel, the <br />developer will need to establish an endowment to provide for long-term maintenance <br />and stewardship of the conservation easement area. <br />• The Park District, in their Pleasanton Ridge Land Use Plan, indicated existing and <br />proposed trails that would be adjacent to the proposed Lester property (see Figure 16). <br />The public would be able to park at the staging area and immediately access the park, <br />once the trails are constructed. <br />P18-0078/P18-0079/P18-00801P18-0081/PUD-130 Planning Commission <br />10807, 11021, and 11033 Dublin Canyon Road and the parcel west of 11021 Dublin Canyon Road <br />23 of 26 <br />
