Lester Family (encompassing the existing 0.9 -acre parcel at 11033 Dublin Canyon Road and a
portion of 11021 Dublin Canyon Road), would be located in areas designated Open
Space -Public Health and Safety. Under this land use designation, no development is allowed
other than one single-family home on each existing lot of record as of September 16, 1986,
which meets City requirements for access, public safety, building site, and architectural design,
etc. Thus, while most of the proposed project conforms to the current General Plan Land Use
designations, amendments to the General Plan Land Use Map would be required to
accommodate/allow for the proposed development.
General Plan Land Use
M
ina General Plan
General Plan Land Use
Residential
RURAL DENSITY
LOW DENSITY
MEDIUM DENSITY
r Residential, HlghDensity
Open Space
PARKS AND RECREATION
AGRICULTURE AND GRAZING
PUBLIC HEALTH AND SAFETY
General Plan land use designations are not, generally, site specific and are typically based on
City-wide mapping and analysis of general characteristics and constraints. Per the General
Plan, the Open Space -Public Health and Safety designation applies to "land set aside for the
protection of the public health and safety due to geologic, topographic, fire, or other hazards."
In the case of the project site, steep topography and the proximity to the creek were likely
factors of the Open Space -Public Health and Safety designation for the lots in question,
although as noted, were not based on detailed site-specific analysis. Such analysis could
support refinement or modification to the boundaries of the land use designations to conform to
actual mapped constraints and hazards.
P18-00781P18-0079/P18-00801P18-0081/PUD-130 Planning Commission
10807, 11021, and 11033 Dublin Canyon Road and the parcel west of 11021 Dublin Canyon Road
11 of 26
