PUBLIC HEARINGS AND OTHER MATTERS <br />City Council Liaison Report <br />Councilmember Julie Testa offered two items from the February 19 City Council meeting: <br />• During Meeting Open to the Public, 4th grade students form Walnut Grove Elementary <br />School shared their concerns about the environment and asked the City Council to <br />consider a ban on plastic straws and/or single -use plastics. <br />• City staff represented an overview of housing laws and merging State legislation, as <br />well as background on the Regional Housing Needs Assessment (RHNA) and Housing <br />Element process, as a foundation for additional discussion at the March 5 Council <br />meeting. <br />Discussion and Recommendation Regarding City Council 2019-2020 Two -Year Work <br />Plan Prioritization Process <br />Assistant City Manager Brian Dolan provided an overview of the City Council work plan <br />framework, process and schedule, and that the approved work plan would then inform the <br />development of the City's two-year budget. He noted the draft work plan included current <br />projects and new projects proposed by City department heads; additionally, input was being <br />solicited from the City's commissions and committees prior to consideration by the City <br />Council. <br />EVC members generally inquired about: <br />• Timeframe for the work plan? <br />o July 1, 2019 — June 30, 2021 <br />• Change(s) to the vision statement with the new work plan? <br />o No changes made, although would be made as needed <br />• What is needed from the EVC? <br />D Recommendation and ranking of priorities proposed in the Economic <br />Development section, and comment on other projects in the work plan <br />Pamela Ott offered a brief overview of each of the projects in the Economic Development <br />Section of the draft 2019-2020 Work Plan: <br />• Johnson Drive Economic Development Zone <br />• Expand Pleasanton's Life Sciences Industry Sector <br />• Develop Coordinated Business Support Program <br />• Fiber Master Plan <br />Comments and questions from the EVC included: <br />• What effort(s) is Pleasanton taking for 5G (small cell) technology as related to the Fiber <br />Master Plan project? This is important, not only for economic development. <br />o There is not sufficient fiber in the ground currently; a Fiber master Plan would set <br />policy and define a coordinated effort <br />Fiber Master Plan is important to the proposed expansion of Pleasanton's life <br />sciences sector — can the value of having 5G technology be quantified? <br />• Perhaps for some projects such as the economic development items, but <br />not for all projects (e.g., the community farm) <br />San Leandro put fiber in the ground along with traffic infrastructure; is there <br />opportunity for Pleasanton to do so? <br />
