not added to the EVC recommendations as many members believed the project would <br />be addressed/supported through the City's development review process. Subsequently, <br />Stoneridge Mall Framework was added to the draft City Council Work Plan and received <br />support from the Council to be placed on the 2019-2020 Work Plan. This Work Plan <br />item includes developing a planning framework for entire Stoneridge Mall site and <br />peripheral properties that outlines the community's expectations, allowed uses, and <br />public amenities. <br />BACKGROUND <br />Construction of Stoneridge Shopping Center began in 1979 with the central mall <br />building and the J.C. Penney, Emporium Capwell, and Macy's department stores. There <br />have been relatively few structural changes over time: Nordstrom was added in 1989; <br />Sears and its parking structure were added in 1995; and Cheesecake Factory and P. F. <br />Chang's China Bistro were added in 2005. <br />The central mall building — which contains a variety of restaurants, shops, and services <br />— is currently owned by Simon Properties and is located on its own property. Attached to <br />and interconnected with the central mall building are five department stores, each <br />located on its own property, including Macy's Men's Store, Macy's Women's Store, J.C. <br />Penney, Nordstrom, and Sears (recently closed and purchased by Simon Properties). <br />The Stoneridge Shopping Center is governed by a development agreement, which has <br />been amended since its original approval which grants to the mall ownership vested <br />rights to certain entitlements. In 1992, the City and The Taubman Company — the <br />original owners of the mall — entered into a development agreement which granted <br />rights to the mall to expand by 178,000 square feet. In January 1998, the City approved <br />the first Amendment to the development agreement to further increase the Stoneridge <br />Shopping Center by an additional 202,000 square feet, allowing for a total of 380,000 <br />square feet of additional floor area. 17,210 square feet was allocated to the addition of <br />the P.F. Chang's and Cheesecake Factory restaurants, leaving 362,790 square feet of <br />floor area to be developed. In April 2018, the City Council approved the most recent <br />amendment to the development agreement to extend the term of the agreement until <br />December 2022. <br />DISCUSSION <br />In January, Simon Properties submitted an application for design review approval for <br />the expansion and renovation of Stoneridge Shopping Center. The proposed project <br />represents the first major addition/change to the mall since 2005. The proposal includes <br />the following: <br />Demolition of the existing Sears Department store (approximately 177,930 - <br />square -feet) and parking structure. <br />Construction of: <br />o Three new two-story retail buildings with two levels of new mall stores, <br />totaling approximately 59,700 square feet that will include exterior pedestrian <br />walkways connecting to both floors of the mall. <br />Page 2 of 3 <br />
