EXHIBIT A SCOPE OF WORK WATER SUPPLY AND DISTRIBUTION SYSTEM IMPROVEMENTS PROJECT PROJECT BACKGROUND The purpose of this project is to evaluate nitrification within the City of Pleasanton's(City)potable water distribution system and to perform a condition assessment and chemical system evaluation of Wells 5,6, and 8.The nitrification issues are particularly a problem during the summer months in the Foothill Tank service area of the distribution system.The City aggressively cycles distribution system tanks to help limit water age and reduce nitrification.However,this is labor intensive and the City would like to evaluate mixing systems to help reduce the operational effort associated with the deep cycling of the tanks.This City has recently rehabilitated Well 8 pump and casing.However,a facility-wide assessment has not been performed at Well 8.This Scope of Work identifies the preliminary design engineering services to be provided for the Project and is based on the assumptions listed in each task below. VISION STATEMENT Overall,our vision of this project is to provide recommendations for controlling nitrification within the City's potable water distribution system, review tank residual control system and provide a recommended system to pilot at the Foothill Tank,and to perform a condition assessment of Wells,5,6,and 8.This project includes the following major tasks as described in the scope of work below: • Nitrification Evaluation:The nitrification evaluation includes reviewing sampling/analysis performed by the City, reviewing the distribution system water quality to assess the nitrification problems, facilitate meetings with Zone 7 to discuss water quality,development of a sampling plan, review/analysis of the sampling data,and to develop a summary report. • Tank Residual Control System Pilot:This task includes evaluation of tank mixing systems and implementation of a tank mixing pilot at the Foothill Tank.The pilot will include a full-scale tank mixing system and ancillary equipment. • Well 5,6,and 8 Condition Assessment:This task includes a condition assessment of Wells 5,6,and 8 in the development of a Basis of Design report for improvements at each facility. We have developed a road map to show the basic framework for how we expect to complete the project.The work plan identifies the major deliverables for completing the tasks of the project.Our proposed work plan is shown on page 9 of the scope of work. 1
