THE CITY OF 5 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> March 19, 2019 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVAL OF SECOND AMENDMENT TO A PROFESSIONAL SERVICES <br /> AGREEMENT WITH DYETT AND BHATIA FOR $81,840, FOR TECHNICAL <br /> ANALYSIS, CEQA REVIEW AND OTHER SERVICES RELATED TO <br /> PREPARATION OF THE DOWNTOWN SPECIFIC PLAN UPDATE, FOR A <br /> NEW TOTAL CONTRACT AMOUNT OF $615,106 INCLUDING A <br /> 10 PERCENT CONTINGENCY <br /> SUMMARY <br /> In November 2016 the City Council authorized the City Manager to enter into a <br /> Professional Services Agreement with Dyett and Bhatia to prepare an update to the <br /> 2002 Downtown Specific Plan (DSP Update). The budget was for a total of $275,000 <br /> which included a contingency of $36,000. In January 2018, the City Council authorized <br /> the first amendment to the contract, for an additional $258,266 for a new contract total <br /> of $533,266. This additional amount principally addressed costs to prepare an <br /> Environmental Impact Report (EIR) for the project, the costs of which were not included <br /> in the original contract since the scope of CEQA review was unknown at that time. <br /> With preparation of the draft DSP and EIR, staff has identified the need for additional <br /> consultant work to support the update effort, including additional technical analysis for <br /> the EIR, and graphic and text revisions in the Plan itself. A second amendment to the <br /> Professional Services Agreement, in the amount of $81,840, which includes a 10 <br /> percent contingency, is requested to address these additional services. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute the second amendment to the <br /> Professional Services Agreement with Dyett and Bhatia to add $81,840 to the <br /> original amount (as amended in January 2018) of $533,266 (for a total of <br /> $615,106) for services related to the preparation of the Downtown Specific Plan <br /> Update. The additional amount includes a contingency of $7,440, or 10 percent <br /> of the additional contract amount. <br /> 2. Allocate $81 ,840 from the General Fund to Advance Planning Professional <br /> Services (00130301-430101) to complete funding for the Dyett & Bhatia contract <br /> amendment. <br />
