BACKGROUND <br />The City implemented its HHSG program in 2010, The HHSG program combined <br />funding from the CDBG, HOME federal grants, and two local sources (LIHF and City <br />General Funds allocated for human services. These funding sources combined into a <br />single streamlined grant program. <br />HHSG applications for FY 2019112020 funding were solicited from December 13, 2018 <br />through January 22, 2019, Twenty-seven applications were received by the January 22 <br />deadline, with a total funding request of $1,095,937 (or $1,119,121 including the <br />required Section 108 loan payment for 2019/2020). The annual Section 108 Loan <br />payment is for the 2015 Axis Community Health Clinic rehabilitation project. <br />Applications were submitted electronically via the ZoomGrants system, and members of <br />the Human Services Commission were able to review the applications online. <br />Consequently, no printed materials were distributed this year, and commissioners are <br />requested to print their copies and bring them to the March 6, 2019, meeting as well as <br />any project -specific materials that are desired for review during the meeting. <br />I Al R-19111 I � .1 &-ne-I 11 1 <br />The following table summarizes the composite level of funding for the HHSG program <br />for the coming fiscal year: <br />Source <br />FY201 � &;4 19 FY 201912020 <br />Notes <br />Funding Funding <br />The CDBG Entitlement amount for FY 201912020 has not yet been released by <br />CDBG: <br />HUD, The total amount noted at left is a conservative estimate based on last <br />year's allocation and reflects the maximum 15% of the grant that can be used <br />Capital <br />15192.076 $207,217 <br />for public services. These amounts do not include an estimated $63,758 for <br />Pub. Svc. <br />$ 49,757 $ 47,818 <br />program administration (20% of the grant) as well as the Section 108 Loan <br />repayment amount of $23,184. CDBG eligibility requirements are included in <br />Attachment 4 <br />City Gen. <br />City Grant funds reserved for human services; increased from last year based <br />Fund <br />$206379 $215888 <br />,, <br />on 4.61% increase in the City's General Fund per policy adopted in 2009. <br />Subtotal: <br />$448,212 $470,923 <br />(Funding available for allocation by the Human Services Commission] <br />The City has not yet been notified by Alameda County HCD of its HOME funds <br />allocationfor FY 201912020. The amount at left is a conservative estimate <br />HOME <br />$83,034 $137,027 <br />based on last year's allocation and does not include $7,829 for program <br />administration. HOME eligibility requirements are included in Attachment 4. <br />The allocation of HOME funds is subject to review and recommendation by the <br />Housing Commission on March 21, 2019. <br />This is an estimate based on applications received and the historic level of <br />LIHF <br />$140,000 $171.6915 <br />supplementation from the LIHF to the CDBG/HOME programs in recent years. <br />The allocation of funds from the LIHF is subject to review and recommendation <br />-709,645 <br />by the Housing Commission on March 21, 2019. <br />Total: <br />$6_35_,251 <br />Page 2 of 10 <br />
