cycle; however, requirements will get more difficult because of legislative packages that will be <br />different in the future and informed Commissioner Kiziloglu that it will get more difficult for the <br />City with laws being expanded to affordability levels. He provided information about what can <br />be counted in the future and the requirement to find new land. <br />Commissioner Galvin stated that he had read something that states that if the City can't meet <br />requirements then the State will take over and add what is required. <br />Chairperson Soby confirmed with Mr. Dolan that a motion from the Commission was not <br />required for this item. <br />7. Update on City Council 2019-2020 Two -Year Work Plan Prioritization Process <br />Mr. Dolan advised that approximately 13 years ago City Council adopted a two-year work plan <br />designed to inform the community of their "shared vision" and provide the City Manager with <br />needed policy direction for directing City resources, including preparation of the annual budget <br />and capital improvement plan. <br />Commissioners were advised that the priority setting process includes a City Council workshop <br />that allows for discussing short- and long-term City objectives that includes priority projects <br />identified by the public, the mayor and councilmembers, city staff, and priority projects of <br />commissions. Mr. Dolan informed the Commission City Councils goals and objectives are <br />organized into twelve (12) categories, and the draft 2019-2020 work plan has approximately 72 <br />projects identified. <br />Mr. Dolan informed Commissioners that to ensure the greatest number of projects are <br />completed within the two-year time frame of the work plan, it is recommended that the <br />commission limit their recommended priorities to two or three strategically chosen projects <br />and/or initiatives. He noted that having more projects is not necessarily better and Council is <br />interested in learning the commission priorities in ranking. <br />Additionally, Commissioners were advised of two housing related priorities listed in the draft <br />work plan: 1) Develop Kottinger Gardens, and 2) Comprehensive Housing Legislative Review, <br />Policy & Regulation Update (including SB 35 readiness), and a staff recommendation that the <br />Commission consider three (3) additional housing related priorities: a) Develop Sunflower Hill, <br />b) Review changes to the City's First Time Homebuyer Down -payment Assistance Program, <br />and c) Create and adopt a Homelessness Strategy. <br />Mr. Dolan commented on staff's recommendation for the additional three priorities for the <br />Commission to consider, particularly to Create and Adopt a Homelessness Strategy. He <br />provided information about participation by staff in an Alameda County Survey that was done <br />that shows a doubling in numbers. <br />Commissioner Welsh commented on the Sunflower Hill project and her feeling that the project <br />would likely be completed without it being made a priority by the Housing Commission. Mr. <br />Dolan agreed that this would likely remain a priority project for City Council. <br />Commissioner Welsh also had concerns about the First Time Homebuyer Down -payment <br />Assistance Program being made a priority of this Commission. She felt this was a project that <br />the Housing Commission would not require much input from the Commission. Commissioner <br />Welsh discussed with Mr. Dolan how the commission would be involved in the Homeless <br />Strategy project. <br />Page - 3 - <br />
