A motion was made by Commissioner Gaidos, seconded by Commissioner Welsh, to approve <br />the consent calendar items. The motion was approved unanimously. <br />MEETING OPEN TO THE PUBLIC <br />4. Review the Annual Progress Report on Implementation of the General Plan Housing <br />Element for Calendar Year 2018 <br />Ms. Hagen reviewed with Commissions the Annual Progress Report on Implementation of the <br />General Plan Housing Element for Calendar Year 2018. She advised that the Housing Element <br />for the 2015-2023 planning period was adopted by City Council on January 5, 2015. <br />Ms. Hagen advised Commissioners that this report was different from previous years because <br />of a legislation change that requires new table formatting be used. The State Department of <br />Housing and Community Development (HCD) now requires that the city report on the number of <br />completed entitlements, housing unit permits issued, and housing permits finaled during the <br />year, including the type of units and affordability. <br />Commissioners were informed that a total of 98 building permits had been issued in 2018, which <br />is a slight decrease from the 114 that were issued in 2017, and a notable decrease from the 387 <br />and 891 permits that had been issued in 2016 and 2015. In 2018 entitlements were given for 34 <br />new residential housing units. Thirty-one (31) units for Sunflower Hill were approved by City <br />Council and three were administratively approved by the Zoning Administrator. Building permits <br />were issued for 98 new residential units and 421 residential units were finalized. <br />Ms. Hagen asked that the Housing Commission review the Housing Element Annual Progress <br />Report and Growth Management Report and forward their recommendations to City Council for <br />approval. <br />Commissioner Welsh had questions regarding the terms of affordability for the Kottinger units as <br />noted in the report being only for 75 -years and not for perpetuity. Mr. Dolan provided details <br />about the ground lease for the property being only 75 -years. <br />Commissioner Welsh further discussed with Mr. Dolan and Ms. Hagen issues pertaining to rent <br />surveys for ADU's and whether ADU's would be included in the Spotorno development. Mr. <br />Dolan discussed deed restrictions being dependent on further rent surveys. <br />Commissioner Kiziloglu asked Mr. Dolan for information about San Francisco properties and <br />Commissioner Galvin had questions about ADU's for the Spotorno project. <br />Commissioner Kiziloglu questioned whether the City was up to date with RHNA and whether all <br />requirements had been met.
