3. Public comment from the audience regarding items not listed on the <br />agenda <br />Pat Costanzo, PCJ Real Estate Advisors — representing one of the owners of the Merritt <br />property, which is approximately 46 acres located at 4131 Foothill Road. Mr. Costanzo <br />explained that his group has studied the Foothill Road Bicycle Corridor Plan thoroughly <br />and as a community benefit, they will be identifying improvements for bicycle and <br />pedestrian safety that could be implemented when the property is developed. He asked <br />the Committee to read his supplemental letter and asked they consider this project for <br />recommendation in the 2019 City Council Work Plan Priorities List. <br />MATTERS BEFORE THE COMMITTEE <br />4. Draft Trails Master Plan review <br />Randy Anderson, TrailPeople, provided a brief overview of the contents and explained <br />how to the input and data received from public outreach and staff helped create the final <br />d raft. <br />Mr. Gruber stated that the Parks & Recreation and Planning Commissions will see the <br />Draft Trails Master Plan at their upcoming meetings in March 2019. He asked the <br />Committee for any comments. <br />Chairperson Bowers opened the meeting for public comment at 7:10 p.m. <br />Marianne Spotorno, Spotorno Family Ranch — wanted to address a clear delineation <br />that the entrance to the ranch is private property. She explained that part of the ranch is <br />being developed while the rest will remain private property. On page 62, the trails map <br />shows a proposed trail going up the Spotorno's driveway and members of the public <br />have already wandered up to the home looking for the trail. She asked that this be <br />corrected as soon as possible to avoid further trespassing. <br />Mr. Gruber stated he will correct this and the detail map has already been updated. <br />John Spotorno, Spotorno Family Ranch — questioned the validity of the public outreach <br />data as the number of Pleasanton residents that took the survey appears low. He noted <br />there are numerous graphics that need to be updated. Mr. Spotorno would like to see a <br />disclaimer in the document that would explain that dotted lines depict proposed trail <br />routes and any graphics drawn over current private property are conceptual only, for the <br />purpose of connectivity and specific language that would deter people from wandering <br />onto his property in future. <br />Mike O'Hara, Developer for Tim Lewis Communities (Spotorno Ranch Project) — <br />identified that page A-7 does not match A-5.
