increases were planned to continue to be able to maintain Ridgeview Commons as a viable low <br />rent facility for future years. Commissioner Kiziloglu commented on this being difficult to agree <br />with and needed to consider the well-being of tenants. Mr. Barcelon understood and stated that <br />it was difficult for them to propose but it was necessary to consider what was needed in order to <br />continue operating Ridgeview Commons as a low-income housing facility. <br />Chairperson Soby indicated that he understood the position of Barcelon and stressed the <br />importance of making sure that tenants are given information early enough about the proposed <br />rent increase. <br />Mr. Barcelon provided Commissioner Welsh with information about rent relief options that might <br />be available. Chairperson Soby and Commissioner Galvin commented on Abode Services <br />Rapid Rehousing Program that tenants could consider. Mr. Barcelon provided information <br />about debt income after tenants move out and Commissioner Galvin commented on Section 8 <br />support. <br />Mr. Barcelon informed Commissioners that tenants pay 30% of their income as rent and <br />commented on the number of tenants at Ridgeview Commons that receive housing vouchers to <br />assist with rent payments. <br />Mr. Barcelon was asked by Mr. Hernandez to provide information about the Capital Needs <br />Assessment that had been done for Ridgeview Commons showing the large improvements that <br />need to be on the property. <br />Commissioner Kiziloglu asked about exterior improvements needed at RVC and Commissioner <br />Welsh questioned whether Mr. Barcelon thought some tenants would find it necessary to vacate <br />their apartments because of the proposed rent increase. <br />Commissioner Gaidos questioned whether the income of a tenant's family was reviewed to <br />consider whether a tenant was a member of a wealthy family. Mr. Barcelon advised that family <br />income could not be considered when determining the suitability of a tenant for Ridgeview <br />Commons. <br />Commissioner Galvin was advised that tenants need to provide proof that they have lived in <br />Pleasanton for six -months before being considered for tenancy at Ridgeview Commons. Also, <br />the age limit for consideration was 62 -years. Commissioner Galvin questioned if Mr. Barcelon <br />was able to provide Commissioners with a spreadsheet showing tenant incomes. Mr. Barcelon <br />advised that this would not be permissible. <br />Chairperson Soby discussed with Mr. Hernandez what the Commission could do to approve the <br />Ridge View Commons budget with a determination to avoid having people removed from their <br />apartments if they could afford the increase. Mr. Hernandez advised that the authority of the <br />Commission is only to review the budget and the City of Pleasanton does not own the property, <br />the rent increase is being discussed because it is a part of the budget for 2019. Mr. Barcelon <br />advised that if rent were increased to the max Eden Housing and Barcelon would still need to be <br />able to do everyone on the `want' list. <br />Commissioner Kiziloglu suggested consideration be given to not increasing rents for those <br />would cannot afford them or reduce the proposed increase to 2.1/2%. Mr. Barcelon felt it was <br />not wise to pick and choose those able to afford the rent increase. Mr. Hernandez agreed and <br />felt it would be treading on Fair Housing and that all RVC units should get the rent increase. <br />Page-3- <br />
