recommending the following three projects be recommended to Council as priorities
from the Parks and Recreation Commission:
1 . Design Phase I of Bernal Community Farm
Design the first phase of Bernal Park Community Farm Master Plan
2. Implement Phase III of Pioneer Cemetery Master Plan
Construct Phase III improvements, including beautification of entry way and
providing wayfinding signage throughout the cemetery
Ms. Murphy noted that of the seventy-two projects identified in the Work Plan,
nineteen (19) fall under the purview of the Parks and Recreation Commission, some
of which remain from the previous Work Plan and others are new projects. New
projects include: a) Design Phase I of Bernal Community Farm; b) Inclusionary/All
Access Playground; c) Add new Lighted Basketball Courts at Bernal Community
Park; d) Add a Culture Art Walk; e) Add new Outdoor Pickleball Courts; f) Add new
Lighted Sand Volleyball Courts; g) Add new Skate Park (and/or expand existing skate
park at Ken Mercer Sports Park); h) Implement Phase III of Pioneer Cemetery Master
Plan; and i) Ole Vineyard Avenue Trail.
Commissioner Wahl commented on items on the previous Work Plan that had been
`championed' by others, i.e. Phase III of the Pioneer Cemetery Master Plan. She felt
having other groups involved in convincing Council of its importance would allow for
this Commission to focus on identifying other projects. Chairperson Bowers agreed
and also commented on other groups involved with getting this project completed.
Ms. Murphy noted that Phase III of the Pioneer Cemetery Master Plan is a priority for
City Council and Mr. Beaudin noted that having the Commission identify three or four
projects as their priorities will identify where funds should be allocated.
Chairperson Bowers confirmed priority recommendations put forth by the
Commission could be dropped off by City Council. Ms. Murphy confirmed that project
recommendations listed by the Commission may not be chosen by City Council.
Commissioner Wahl noted that a `doggy bag' project identified by the Commission as
a top priority project during the previous two-year Work Plan had not been chosen by
City Council.
Ms. Murphy suggested the Commission look at where there is need in the community
when choosing their priorities. Chairperson Bowers asked about items that were
being identified as priorities by other Commissions and Ms. Murphy noted that the
Civic Arts Commission had identified the Culture Art Walk and the Library
Commission identified the Civic Center and Library Master Plan.
Parks and Recreation Commission
February 14,2019
Page 3
