generated by the large family day care home (assuming staff do not pick up children from <br /> the schools and bring them to the site). <br /> In consideration of neighbor concerns related to parking and traffic, the Zoning <br /> Administrator included conditions of approval to do the following: (1) require the driveway <br /> be made available for parents during drop-off/pickup times; (2) prohibit double-parking in <br /> the street or temporarily block traffic or block neighbors' driveways; and (3) prohibit parking <br /> or making U-turns in neighboring residents' driveways. Staff believes that, with the imposed <br /> conditions, the operation of the proposed large family day care home will not create any <br /> traffic hazard to the immediate neighborhood. <br /> The appeal from Joshua Brysk cites specific concerns with respect to traffic generally due <br /> to Sauterne Way as well as exiting in the event of an emergency evacuation due to the fact <br /> that Sauterne Way is restricted to one-way traffic (southbound only) from Vineyard Avenue <br /> to Chardonnay Way. In the late 1990s and early 2000s, as part of the Vineyard Corridor <br /> Neighborhood Traffic Calming study, and in response to Chardonnay Drive residents' <br /> concerns regarding cut-through traffic from Touriga Drive onto Chardonnay Drive <br /> (eastbound), left on Sauterne Way, and then right on Vineyard Avenue, traffic counts were <br /> taken on Vineyard Avenue Corridor and adjacent streets, including Chardonnay Drive and <br /> Sauterne Way. The traffic counts showed an average daily traffic volume of 780 trips on <br /> Chardonnay Drive between Touriga Drive and Sauterne Way. This segment of Chardonnay <br /> Drive served approximately 75 homes, and trip volume was consistent with the estimated <br /> 10 trips per day per household. (The traffic counts taken at that time also showed the traffic <br /> volume dropped from fall 1998 to spring 1999). While staff, at that time, did not observe any <br /> cut-through on said route, Sauterne Way was converted to a one-way, southbound access <br /> only street. The north-bound lane has been striped/cross-hatched to prevent traffic exiting <br /> onto Vineyard Avenue. <br /> In analyzing potential traffic with the proposed large family daycare home, staff consulted <br /> the City's Traffic Division. The traffic patterns on Chardonnay Drive between Touriga Drive <br /> and Sauterne Way have not significantly changed since the last traffic study. The existing <br /> street has the capability of handling an additional 42 daily trips that may be generated from <br /> the proposed large family day care home. In the opinion of the Traffic Division, the <br /> additional trips will not significantly worsen the existing traffic conditions, cause roadway <br /> congestion, or create a "traffic hazard." Additionally, in the event that a natural disaster or <br /> some other emergency required the day care to be evacuated, and assuming that neither <br /> Touriga Drive or Sylvaner Drive were available, there is no physical barrier that would <br /> prevent exiting via Sauterne Way. Based on the information above and the proposed <br /> conditions on the project, staff does not believe that the project will create any traffic <br /> hazards. <br /> C. Parking Requirements. Parking spaces, including both off-street and on-street, shall <br /> be available for the actual parking demand created by the use, including the <br /> applicant's own vehicles, those of employees, and those of persons delivering and <br /> picking up children.
