The PUD-31 design guidelines state that the width of the principal structure should be limited <br /> to not more than 50 percent of the lot width and that the placement of new structures should be <br /> sensitive to conditions on nearby properties and should not adversely impact open space <br /> views and the semi-rural character of the area if other reasonable site layout and design <br /> options are available. PUD-31 also indicates that the design guidelines should be followed to <br /> the greatest extent practical and that minor variations may be permitted during the <br /> development application review process provided that any variation substantially meets or <br /> exceeds the objectives contained herein. The width of the proposed home comprises <br /> approximately 65 percent of the lot width. However. staff believes that the applicant has <br /> appropriately located the home in the center of the parcel to create a sense of open space <br /> between the proposed structure and the frontage road as well as between the neighboring lots, <br /> and has included stepped and varied massing in the design that helps to mitigate the width of <br /> the home's frontage, and. In addition, as shown in Table 1 above, the proposed setbacks <br /> greatly exceed the PUD requirements. Therefore, staff supports the proposed width of the <br /> house. <br /> Architecture <br /> The PUD-31 design guidelines state that a diversity of architectural styles suitable to Happy <br /> Valley's semi-rural character is encouraged and that the generally informal character of the <br /> neighborhood's structures should be reinforced with styles reflective of California's heritage. <br /> Staff believes that the house is attractive and well designed to complement California's <br /> heritage and includes many traditional Ranch Hacienda style details such as stucco, recessed <br /> windows and eave details, as shown in Figure 4. The proposed building's colors (tan with <br /> brown trim) are complementary to the architectural style. PUD-31 strongly encourages homes <br /> to be single-story, but indicates that one- and two-story combination structures, such as that of <br /> the proposed home, are acceptable with one-story elements especially suitable at entries and <br /> in situations where new structures are close to property lines. The design guidelines also state <br /> that the visual prominence of garage doors should be minimized and strongly encourages <br /> pitched gable or hip-roof forms, rather than flat roofs to match the informal style of Happy <br /> Valley. Overall, Staff believes that the design of the home is consistent with the PUD design <br /> guidelines and has been designed to reduce the prominence of garage doors facing the road. <br /> P18-0269, 1131 Sleepy Head Lane Planning Commission <br /> Page 5 of 8 <br />
