connect these persons with services including health care and housing; thereby <br /> strengthening safety net services in Pleasanton and empowering the City to better <br /> address the crisis of homelessness in a progressive and effective manner. The <br /> CityServe team will also administer a homelessness prevention program that will <br /> provide concerted efforts to keep Pleasanton residents from entering homelessness. <br /> Staff is recommending to fund this program with LIHF funds. <br /> Eden Council for Hope and Opportunity (ECHO) Housing/Housing Counseling <br /> Services <br /> ECHO Housing has applied for $40,000 in City LIHF funds to continue to provide <br /> federally required housing counseling and fair housing services to Pleasanton <br /> residents. The agency, which provides important support and counseling services <br /> for persons seeking housing options or persons at risk of losing housing, has <br /> received similar levels of support in the past. Staff plans to recommend continued <br /> financial support for ECHO Housing's services. <br /> Community Resources for Independent Living (CRIL) <br /> CRIL has applied for $16,025 in City LIHF funds to continue to provide independent <br /> living and housing services to low and very low income Pleasanton residents with <br /> disabilities. Staff plans to recommend continued financial support of$15,000 for <br /> CRIL's services. <br /> Habitat for Humanity/Housing Rehabilitation Program <br /> Habitat for Humanity (Habitat), which administers the City's Housing Rehabilitation <br /> Program (HRP), has requested $150,000 to continue to provide critical home repairs <br /> to Pleasanton homeowners who are cost-burdened and economically vulnerable. <br /> City staff is recommending to allocate $184,499.92 of carry-over funds from <br /> FY2018/19. This results in a cost saving for the City. <br /> Tri-Valley REACH/Housing Preventative Maintenance and Repair 2019-2020 <br /> Tri-Valley REACH's funding request of$25,000 will be used specifically toward <br /> housing preventative maintenance, rehabilitation and repair for seven homes located <br /> in Pleasanton that provided affordable housing for adults with developmental <br /> disabilities. City staff is recommending $12,000 in LIHF funds to fund these <br /> maintenance and repair work. <br /> Other Funding Matters <br /> As discussed earlier, the City has not yet received notification regarding its <br /> FY2019/2020 allocations of federal CDBG and HOME funds. The CDBG and <br /> HOME funding amounts shown in the table on page 2 are conservative estimates <br /> based on prior year allocations as well as carry-over funds from previous fiscal <br /> years. When the final numbers are received, it may be necessary to make slight <br /> adjustments to projects that are funded with these dollars. In the past, the <br /> commission has allowed staff to make these adjustments administratively provided <br /> that the impact on individual projects (positive or negative) is not significant. Staff is <br /> seeking the same authority for the coming year and will return to the commission if <br /> Page 8 of 10 <br />
