Capital/Rehab Funding Recommendations <br /> As discussed earlier, the City is required to set aside funding for its annual payment on <br /> the Section 108 loan that was used to assist the Axis Community Health Clinic rehab <br /> project, in 2015. This amount is $23,184 and is included in Attachment 1. Staff is <br /> recommending that remaining CDBG funds for capital and rehab activities <br /> (approximately $184,033 depending upon the final CDBG allocation received from <br /> HUD) be directed toward the Tri-Valley Haven (TVH) capital improvement project and <br /> CityServe of the Tri-Valley Facility Build Out. <br /> The commission is aware of TVH's facility rehab needs from prior discussions with the <br /> agency. TVH is finalizing the design of the project and expects to begin construction <br /> upon the selection of a general contractor in the coming months with an anticipated <br /> completion by the end of year. An additional $130,000 of CDBG capital funds is being <br /> recommended to this existing project. <br /> CityServe, on the other hand, has submitted an application for CDBG capital funds in <br /> order to make tenant improvements at a space at the City of Livermore's Multi-Service <br /> Center. CityServe will be relocating into the Multi-Service Center, but they need to <br /> convert the office space into a more purposeful space that would allow them to provide <br /> the best services for their clients. Staff is recommending $54,033 of CDBG capital <br /> funds for this project. <br /> Applications Not Recommended for Funding <br /> Staff is recommending to fund all 27 applicants. <br /> Summary of Housing-Related Applications (For Housing Commission Review) <br /> The following applications pertain to the housing-related projects and services that will <br /> be reviewed by the Housing Commission at its meeting on March 21, 2019. The <br /> information is being provided for the commission's general reference. <br /> Abode Services/ Tri-Valley Rapid Re-housing Program <br /> Abode Services has applied for a total of$150,000 in HHSG funding for the Tri- <br /> Valley Housing Rapid Re-housing Program (TVRRP) which would provide housing <br /> support services and temporary subsidies to households who are homeless or at risk <br /> of homelessness in Pleasanton. Of the total amount, $95,305 would be for rent <br /> subsidies which are traditionally funded using federal HOME funds. Staff plans to <br /> recommend continued financial support for the TVRRP using $95,305 of federal <br /> HOME funds and $54,695 of LIHF funds for administrative costs. <br /> CityServe of the Tri Valley/Homeless Street Outreach/Homelessness Prevention <br /> CityServe has applied for $50,000 to provide street outreach services in Pleasanton <br /> to individuals who are homeless, extremely vulnerable, and currently disconnected <br /> from services. Abode Services was the former administrator for the HOPE Street <br /> Outreach program for the last three years. The CityServe team has been working <br /> and will continue to work closely with Pleasanton Police, City staff, and other service <br /> providers to identify people who are homeless and on the street.
