MATTERS BEFORE THE COMMISSION <br /> 4. City Council 2019-2020 Two-Year Work Plan Prioritization Process <br /> Mr. Dolan provided information about the Two-Year Work Plan program. He advised that <br /> Work Plans are adopted by City Council to provide the City Manager with the policy direction <br /> that was needed to direct City resources and prepare for the annual budget and capital <br /> improvement plan. <br /> The Vision Statement, General Plan, and Strategic Objectives were reviewed by Mr. Dolan <br /> with commissioners. He advised that the 2019-2020 Two-Year Work Plan contains a total of <br /> 72 projects to be considered organized into the following categories that reflect a broad over <br /> view of the city's short- and long-term objectives: <br /> 1. Develop Bernal Community Park <br /> 2. General Plan Implementation <br /> 3. Maintain Fiscal Responsibility <br /> 4. Address Affordable Housing <br /> 5. Implement Improved Traffic Circulation Measures <br /> 6. Foster Economic Development <br /> 7. Strengthen Youth Programs, Services and Activities <br /> 8. Assure a Safe and Secure Community <br /> 9. Protect and Enhance Pleasanton's Quality of Life, including Downtown <br /> 10.Pursue Environmental Awareness, Health, Land Use and Preservation Issues <br /> 11.Operate an Effective and Cost-Efficient Government <br /> 12.Establish Integrated Initiatives for Organizational Success <br /> Commissioners were informed that two Human Services Commission related priorities in the <br /> new draft work plan are: <br /> • Work to reduce homelessness in Pleasanton — City staff continues to work with Tri- <br /> Valley partners to address a framework for homelessness in Pleasanton. <br /> • Assessment of paratransit services — Mobility Forward study is in draft form and will be <br /> scheduled for review by the City Council this spring. <br /> Mr. Dolan provided information about the process by City Council in selecting priority projects <br /> and asked that the Commission consider projects related to human services and provide these <br /> projects in ranking order to be considered by City Council at their March 12, 2019 meeting. <br /> Mr. Ingram reviewed with the commission the projects for reducing homelessness in <br /> Pleasanton and Assessing Paratransit Services. He advised that since Paratransit is a <br /> recognized project with a Needs Assessment going before City Council that the commission <br /> may wish to consider adding a third project. <br /> Human Services Commission <br /> February 6, 2019 <br /> Page 2 <br />
