BACKGROUND
In 2010, the City of Pleasanton partnered with the Cities of Dublin and Livermore to
update the 2003 Tri-Valley Human Services Needs Assessment. Work was done with
consultants from Resource Development Associates (RDA) to assess the current and
future conditions of the Tri-Valley region's human services delivery network, identify
service gaps, and provide recommendations to strengthen delivery efforts and identify
service priorities for federal and local grant programs.
The result of this effort was the 2011 Eastern Alameda County Human Services Needs
Assessment (EACHSNA). This document outlined several conclusions and
recommendations:
Conclusions:
• The demand for human services is increasing at the same time those resources to
provide services are diminishing
• Public transportation limitations present a significant barrier to residents seeking
human services
• An increase in ethnic diversity and linguistic isolation creates a barrier to accessing
services and organizations are struggling to adjust
• There is not enough affordable housing to meet the growing demand
• Increased homelessness has amplified the demand for temporary shelters
• There are not enough mental health and alcohol and other drug services located in
the region
• There is insufficient extended care, after school, and summer programming in the
Tri-Valley to support the social development of children and youth
• There are insufficient workforce development opportunities in the Tri-Valley,
particularly for women, seniors, youth, and the disabled.
Recommendations:
• Develop a strategic plan based on findings from the Eastern Alameda County
2011 Human Services Needs Assessment Findings Report
• Increase collaboration to improve outcomes for individuals and communities
• Focus on outreach
• Embrace the growing diversity in the region
• Support the next generation of young adults.
In 2012, the EACHSNA Findings Reports was adopted by the Human Services
Commission and the City Council. On April 13, 2013, the City Council adopted its
Annual Work Plan for 2013-2015 which included the development of a Pleasanton
focused strategic plan to assist the Human Services Commission in developing goals
and strategies to address the issues identified in the EACHSNA.
