BACKGROUND <br /> The Streets and Signs Division is equipped with a 1995 Ford F450 Superduty truck <br /> outfitted for paint stencils and legends maintenance for the various traffic markings <br /> required throughout the city (i.e. parking stall striping, red curb, crosswalk, handicap <br /> markings, etc.). The stencil truck was scheduled for replacement in FY 2015/2016 but <br /> was deferred to FY 2019/2020. Staff is requesting to move the purchase of the stencil <br /> truck up to this fiscal year due increased maintenance costs caused by failures and <br /> breakdowns, resulting in a loss of productivity and an increased use of contractors to <br /> complete work that could otherwise be completed by City staff. As identified in the <br /> Repair and Replacement Plan, the stencil truck has a 20-year useful life and has been <br /> in service for 3 years past its scheduled replacement. <br /> The proposed stencil truck is a 2019 Ford F-450 chassis with a 2-pump system for paint <br /> materials and a customized stencil rack for the storage of tools and equipment. The <br /> stencil truck will also be equipped with a Wangco 180-degree arrow board for traffic <br /> control while work is being performed. <br /> The purchase would be made through the Sourcewell (formerly NJPA) cooperative <br /> purchasing contract. The cooperative purchasing contract is a program that allows state <br /> and local governments to purchase goods and services from approved industry <br /> vendors.
