BACKGROUND
The Dolores Bengston Aquatic Center (DBAC) is located at 4455 Black Avenue. The
DBAC locker rooms were built in 1996/97. The approximately 2,600 combined square
feet that make up the men's and women's locker rooms are within a slab-on-grade,
masonry walled building. The interior of the building is standard wood and drywall
construction, with the exception of the communal shower areas which are also masonry
block walls. The interior finishes of the facility were showing their age and very difficult
to maintain and keep clean. The original lockers were small and did not meet current
demands; the communal shower area water fixtures and drain system required a
considerable amount of maintenance; the lighting in both locker rooms was not bright
enough for current standards; there were water ponding issues in each locker room and
in the foyer immediately outside the locker rooms; and the fencing/gates around the 50-
meter pool area facility did not meet current code requirements.
On May 2, 2017, City Council awarded a Design Professional Services Agreement to
Arch-Pac, Inc. to provide architectural design and construction support services for the
DBAC Locker Room Renovation Project. Based on the design, this project provides
private, compartmental showers with ADA shower stalls for both the men's and
women's locker rooms. It also upgraded and elevated the feel of the entire facility with
the replacement of the counters with integral sinks, new restroom partitions, lockers and
tiled walls. The project also replaces the concrete floors for the new structure and to
address the water ponding issues. Lighting for each locker room is being replaced and a
new HVAC system will be installed. This project also address the perimeter gate/access
by replacing fencing with a tighter mesh chain link that does not allow toe-holds for
climbing.
The number of showers required is determined by the Alameda County Health Services
Department, and is based upon the square footage of the pool area. Replacing the
communal-style showers in the locker rooms with private compartmentalized showers
decreases the number of shower heads possible inside each locker room. Therefore,
two banks of "on-deck" showers will be constructed to meet the code-required number
of showers for the facility (six standard and one ADA adjacent to the 50-meter pool; five
standard and one ADA adjacent to the 25-yard lap pool). The exterior showers are also
seen as an improvement by patrons of the facility, as well as the aquatic center staff.
On June 5, 2018, City Council awarded a construction contract to Saboo, Inc. in the
low-bid amount of $1,990,000. During the same meeting, City Council approved the
project budget and allocated the funds necessary to complete the project. The project
budget included:
Expenses as of June 5, 2018 (Design, Advertising, $102,015
Printing)
Saboo, Inc. (Construction Contract) $1,990,000
Construction Management (Contract Project Manager) $100,000
ENGEO, Inc. (Material Testing) $12,000
Contingency (5 percent) $99,985
Total $2,304,000
