• vehicular and pedestrian circulation systems are in conformance with the most recent <br /> traffic study recommendations for the general area; <br /> • the development presents a positive image for the City of Pleasanton along its 1-580 <br /> frontage;and <br /> • the project conforms to the purpose of the Planned Unit Development District. <br /> These concepts are summarized and illustrated for Hacienda in the Land Use Plan,Vehicular <br /> Circulation Plan, Pedestrian Circulation Plan, Landscape Plan, Signing and Lighting Plan, <br /> Building Setback and Landscape Conditions, Section Study, and Major Intersection Studies <br /> which make up the Development Plan. <br /> The park's original co-developers,The Prudential Development Group and Callahan Property <br /> Company,have constructed major infrastructure elements of the Development Plan,including <br /> all streets and medians; utilities; street lighting; key intersection signing, striping, lighting, <br /> landscaping, and some sidewalks. These and other areas comprise the Common Areas of <br /> Hacienda,as further described in Section 3.3 of these Design Guidelines. <br /> C. Declaration of Covenants,Conditions and Restrictions <br /> The Declaration of Covenants, Conditions and Restrictions for Hacienda (CC&R's) impose <br /> mutual restrictions under a general plan of development for the benefit of each and all Parcels, <br /> the Owners, and the City of Pleasanton. The CC&R's (available from the Hacienda Owners <br /> Association) is an important reference document to be used in conjunction with the Design <br /> Guidelines. <br /> Specific development criteria have been extracted from the CC&R's and Planned Unit <br /> Development(PUD)ordinances,and are reproduced for reference within Appendix Section <br /> 5.3 of these Design Guidelines: <br /> • Summary of Site Development Criteria <br /> • Summary of Property Line Setbacks <br /> • Landscaping Required Adjacent to Buildings <br /> • Permitted Uses Within Each Planning District-Restrictions on Operation and Use <br /> D. Design Guidelines <br /> 1. Purpose <br /> The purpose of the Design Guidelines is to provide general definitions and <br /> illustrations in order to bring the Development Plan concepts into reality and to set <br /> forth illustrative interpretations of the PUD and CC&R's regarding architectural, site <br /> development, landscape, and walkway hardscape improvements. Investigation of <br /> specific conditions including utility locations,geotechnical information,micro-climates, <br /> existing site conditions, proposed plant materials, current government regulations, <br /> etc. is solely the responsibility of the developers and their consultants for each <br /> specific site. <br /> 2. Revision <br /> The Design Guidelines shall be subject to periodic revisions. While all substantive <br /> revisions to the standards herein require both the approval of the City of Pleasanton <br /> and Hacienda, minor changes to standards, modifications for clarity and changes <br /> needed in response to changes in law may be implemented by the City of Pleasanton <br /> administratively without the need for formal review and approval.Those seeking to <br /> make applications to the City of Pleasanton and Hacienda Owners Association should <br /> 16 <br />
