Councilmember Brown acknowledged the traffic impacts on First Street and Bernal are horrendous, <br /> with traffic oftentimes backing up significantly. She noted the future state requirements for <br /> Pleasanton to grow and the study will contemplate future needs. <br /> Councilmember Narum noted traffic is a major concern for the community and this piece of <br /> infrastructure will alleviate a portion of the problem. She also noted it will make the intersection <br /> better for school commutes and bicycle use. <br /> Mayor Thorne acknowledged the major traffic backup on First Street. <br /> MOTION: It was m/s Brown/Narum to approve and authorize the City Manager to execute an <br /> agreement with HMH in the amount of $108,000 for the 35% design and construction of a second <br /> westbound turn lane on Bernal Avenue at First Street/Sunol Boulevard, CIP No. 17556. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Recused: Councilmember Testa <br /> Councilmember Testa returned to the dais. <br /> MATTERS INITIATED BY COUNCIL — None <br /> COUNCIL REPORTS <br /> Mayor Thorne mentioned a recent meeting where the CASA proposition was discussed and noted its <br /> potential negative impacts on the City. Councilmember Testa also addressed concerns with the CASA <br /> proposition, acknowledging non-elected officials would be circumventing local control, in contrast with <br /> the state constitution. She noted the various organizations, including the League of California Cities, <br /> which will need to voice opposition. <br /> Mayor Thorne mentioned Senate Bill 50 and its negative impacts. <br /> Councilmember Brown confirmed she will be bringing up the topic of roll-in showers during City Council <br /> priority setting as a result of her recent meeting with State Senator Glaser regarding the Carmen Rivera <br /> incident. <br /> Councilmember Narum noted her recent participation at the Mosquito Control Board meeting and <br /> reported there was only one bird infected with West Nile virus in Pleasanton. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 7:55 p.m. The Council extended a tribute <br /> to our nation's men and women serving in the military.
