Pulled and moved to the Regular Agenda —Approve an agreement with HMH in the amount of <br /> $108,000 for the 35% design and construction of a second westbound turn lane on Bernal Avenue <br /> at First Street/Sunol Boulevard, CIP No. 17556 <br /> Councilmember Testa recused herself from participation on this item due to the location of her home <br /> to this project and left the council chamber. <br /> City Manager Fialho reported this item is a Council priority and a requested mitigation of the Lund <br /> Project approved approximately 12 months ago. The item before Council is to spend money on <br /> preliminary design of the project to give the City a sense of what the necessary width for the project <br /> will be and whether there will be any property take from the school district or other residential <br /> developments. Funding for this project is identified in the current capital improvement program <br /> through a combination of sources. These include mitigation monies from the Stanley/Valley/Bernal <br /> apartments which have already been constructed. A portion of the $3 million from the developer <br /> has been earmarked. <br /> Mr. Fialho noted all General Plan projects have been modeled and all need to be constructed to <br /> maintain an appropriate level of service. Timing and need can be discussed by the Council based <br /> upon their priorities. Details can be reviewed in January if the Council elects to defer action on this <br /> item tonight. <br /> Councilmember Brown confirmed with Mr. Fialho that the Stanley Valley project are the 345 units <br /> at The Vintage. Mr. Fialho noted the developer opted out of a moderate housing project and part of <br /> the project complex was expected to generate traffic. He confirmed with the City Engineer that the <br /> traffic modeling is consistent with the General Plan. Councilmember Brown inquired whether the <br /> eastside should be developed, to which Mr. Fialho responded in the affirmative; the built-out <br /> General Plan assumes certain infrastructure is constructed. <br /> Councilmember Narum noted the traffic modeling would not have anticipated the new housing laws. <br /> Mr. Fialho confirmed the current housing element would have been incorporated; however, any <br /> requirements of the new RHENA cycle have not yet been contemplated. Another housing analysis <br /> will be conducted and will include new modeling. <br /> Councilmember Pentin inquired whether the 27% increase in traffic was generated from the <br /> Altamont and was included in the modeling. Mr. Fialho responded the modeling is of local and <br /> regional traffic and it is based upon the date it was conducted. Traffic has notably increased since <br /> that time. <br /> Mayor Thorne opened public comment. <br /> Douglas Hertz restated his proposal for a traffic study to determine whether the project as proposed <br /> was even necessary and offered the dedication of the middle lane on First street to southbound <br /> traffic as a short-term solution. <br /> Mr. Fialho noted this matter is a Council priority; however, Council could elect to defer action. He <br /> noted he could met with Mr. Hertz to discuss his concerns and suggestions. <br /> Mayor Thorne confirmed the eastside of Pleasanton will be addressed and also noted the number <br /> of challenges Pleasanton faces and will face regarding traffic, apart from the partial relief resulting <br /> from the widening of Highway 84. <br /> City Council Minutes Page 3 of 4 December 18,2018 <br />
