City Manager Fialho confirmed this item is a City Council designated priority and is included in the <br /> Bicycle Pedestrian Master Plan. The proposal is an ideal design, which is still subject to Caltrans <br /> approval and change. If the preliminary design is approved, staff can spend the next year or two <br /> assembling the financing of the improvements once approved by Caltrans. <br /> Councilmember Brown spoke regarding the Hopyard Road crossing, noting she uses the Johnson <br /> Drive/I-580 underpass to get to the City of Dublin. She stated the current plan before the City <br /> Council does not include the options that already exist, including the BART underpass and the <br /> crossing at Johnson Drive. City Manager Fialho stated staff is not suggesting these are the only <br /> crossings that exist across the freeway. Staff is presenting this item as a City Council designated <br /> priority and strictly to present the conceptual idea and whether the City would delete one or two of <br /> the proposed crossings. Councilmember Brown stated without traffic study numbers she would <br /> have difficulty making the decision based upon the information presented at this meeting. <br /> Councilmember Pentin inquired regarding median size. Mr. Tassano stated staff would include as <br /> much width into the lane as possible, if reducing median size, and distribute on both sides. <br /> Mayor Thorne noted there were no speakers for this items. <br /> Councilmember Pentin stated the conceptual plan is a step in the right direction. The questions <br /> raised by the City Council at this meeting will be incorporated as direction to staff for fine-tuning. <br /> He requested buffered lanes be incorporated into the plan to prevent California stops. He <br /> supports good visibility and safety for crossings, and the strongest safety plan possible. He does <br /> not think it makes sense to choose between the three crossings at this time and would like to see <br /> projects which move the City off the LTS-4 designation. <br /> Councilmember Narum would like to see how the IKEA development plays out, which may make <br /> the proposals before Council at this meeting moot. She acknowledged the process has to <br /> commence and studies need to be undertaken. She requested the pedestrian and bicycle <br /> crossings be positioned as close together as possible. <br /> Councilmember Pentin expressed support for buffered lanes. <br /> Councilmember Olson confirmed that tonight's City Council action did not include approval of any <br /> funding. Staff confirmed this was the case. <br /> Councilmember Brown stated she wants bicyclists to be safe, and there are two safe underpasses <br /> in the City at this time. Traffic is already a problem in the City, and acknowledges the "cut- <br /> through" travel status of the community. She does not support staff time and resources <br /> designated toward this project at this time due to the potential to take lanes away from <br /> commuters. She supports bicycle and pedestrian safety but cannot support the project as <br /> proposed if it means approving all or none. <br /> Councilmember Pentin inquired whether the City has the ability to prohibit bicyclists from crossing <br /> at the Hacienda and Santa Rita locations if they did not build the improvements. Mr. Tassano <br /> stated the City has no jurisdiction to prohibit as bicycles are considered vehicles. <br /> Mayor Thorne confirmed this project will back to Council again at which time further refinements <br /> can be made. <br /> MOTION: It was m/s Pentin/Narum to adopt the 1-580 Overcrossing Bicycle and Pedestrian <br /> Improvement Plan, to include physical and buffered lanes.
