Public Comment <br /> Philip Ciesielski requested a meeting with the Mayor and City Council to discuss his concerns about <br /> information he as requested from the police department. Mayor Thorne requested the City Manager <br /> meet with the speaker to address his concerns. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 8. Introduction of proposed Memorandum of Understanding between the Livermore-Pleasanton Fire <br /> Department Joint Powers Authority and the International Association of Firefighters, Local 1974 <br /> with term ending December 31, 2021 <br /> Director of Human Resources and Labor Relations Debra Gill provided the staff report and <br /> PowerPoint. Said staff met with the represented unit in accordance with State meet-and-confer <br /> requirements. She provided the background related to the process and the proposed contract. The <br /> proposed contract expires December 31, 2021 and will entail various wage adjustments, increased <br /> employee contributions to CaIPERS pensions, employee contributions towards medical premiums, <br /> paramedic license maintenance pay, and education incentives. An evaluation of the existing MOU <br /> language was conducted resulting in language clarifications throughout the agreement. The overall <br /> financial impact to the City of Pleasanton will be $2.8 million through December, 2021 with <br /> $411,000 in the current fiscal year 2018/2019, which would come out of the Contingency Fund. <br /> Director Gill shared the City's practice in regard to labor agreements to present the proposal in a <br /> public meeting for input on key elements. The proposed contract will be placed on the January 15, <br /> 2019 agenda for potential City Council action. <br /> Mayor Thorne noted there were no speakers for this item. <br /> Councilmember Brown noted the agreement includes standard 3% cost of living raises, and the <br /> year the increase is over 3%, the employees will be contributing more toward their retirement. <br /> 9. Approve the City Council assignments to various committees and boards and the appointment of <br /> the Vice Mayor for calendar year 2019. <br /> Mayor Thorne submitted his proposed appointments and announced his selection of <br /> Councilmember Brown as Vice-Mayor for calendar year 2019. <br /> Councilmember Testa noted her disappointment in not being selected to serve on the City/School <br /> liaison committee and stated her interest for future consideration. <br /> Mayor Thorne responded he would like to remain as the liaison due to the momentum he has gained <br /> with the current school district administration in advancing certain projects. <br /> MOTION: It was m/s Pentin/Narum to approve the City Council assignments to various committees <br /> and boards and the appointment of Councilmember Brown as Vice Mayor for calendar year 2019. <br /> Motion passed by the following vote: <br /> City Council Minutes Page 2 of 4 December 18, 2018 <br />
