CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> December 18, 2018 <br /> CALL TO ORDER <br /> Mayor Thorne called the regular meeting of the City Council to order at the hour of 7:00 p.m. <br /> Councilmember Pentin led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown. Narum, Pentin, Testa, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS — None <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Approved and authorized the City Manager to execute an agreement with Moore, Lacofano and <br /> Goltsman, Inc. in the amount of $156,105 for design, survey and landscape architectural services <br /> related to the update to the Lions Wayside and Delucchi Parks Master Plan <br /> Community Development <br /> 2. Actions of the Zoning Administrator and Planning Commission <br /> Engineering <br /> 3. Approved plans and specifications, reviewed bids, awarded and authorized the City Manager to <br /> execute a construction contract to The Pressure Grout Company in the amount of $155,700 for <br /> Vineyard Avenue Sewer Trench Repairs, CIP No. 18233; authorized the Director of Engineering to <br /> approve and execute change orders not to exceed $23,355 and the transfer of $39,055 from the <br /> Annual Sewer Main Replacement and Improvements Project, CIP 17202 <br /> 4. Pulled and moved to the Regular Agenda — Approve an agreement with HMH in the amount of <br /> $108,000 for the 35% design and construction of a second westbound turn lane on Bernal Avenue <br /> at First Street/Sunol Boulevard, CIP No. 17556 <br /> Douglas Hertz stated the funding for the design and the $2.2 million for construction are both <br /> unnecessary. He suggested it could be completed with no funding as the traffic will be mitigated <br /> with the upcoming Route 84 widening. His short-term solution is to dedicate the middle-lane on First <br /> Street for southbound traffic. He requested the item be deferred until a traffic study can be <br /> conducted and additional information analyzed. <br /> Finance <br /> 5. Accepted monthly disbursements and investment report for October 2018 <br /> 6. Adopted and waived full reading of Resolution No. 18-1058 finding that certain development <br /> impact fees subject to AB 1600 and SB 1693 are unexpended after five years and the funds are <br /> committed to particular projects <br /> MOTION: It was m/s by Brown/Narum to approve the consent calendar as submitted and as noted. <br /> Motion passed by the following vote: <br />
