Plat and legal documents are excluded from this scope of work and will be developed at a future phase. 241 Conceptual Design Develop Conceptual Designs depicting four potential alternative alignments of Bernal Avenue to assess preferred roadway geometry and preliminary impacts to adjacent properties. The four alignments studied will be based on the following criteria: • Simplified geometry • Cost effectiveness • Aligned to the north • Aligned to the south A technical memorandum will be included with the alignment drawings and right of way engineering exhibits. This memorandum will summarize the anticipated property required and construction easements necessary, magnitude of costs relative to each other and a summary of the pros and cons of each alternative. 242 Operations Analysis & Documentation Analyze vehicle operations at the First/Bernal/Sunol intersection for the AM and PM peak hours using SimTraffic. The primary purpose of this analysis will be to determine operation effects of separating the northbound vehicle right-turn movement from the northbound bicycle through movement. The results of this analysis will be summarized in a memorandum. The memorandum can be revised once based on comments from the City. As part of this task, AM and PM peak period intersection turning movement counts can be collected if desired. 250 Preliminary Plans (35%) Develop Preliminary Plans to establish fundamental elements of the design. The Preliminary Design Phase is intended to allow CITY, utility companies and other involved agencies to review and comment upon the basic design concepts early in the process. The proposed plans for this preliminary submittal include: • Title/Index Sheet • Typical Cross Sections • Preliminary Improvement Plan • Preliminary Stormwater Treatment Plan (if required) • Preliminary Landscape Plan (no Irrigation) • Preliminary Signal Plan 251 Preliminary Cost Estimate (35%) Prepare a Preliminary Estimate of Probable Construction Cost based on items and quantities of work shown on the Preliminary Plans and other anticipated improvements
