BACKGROUND <br /> The existing 10-inch sanitary sewer line alignment on Vineyard Avenue was removed <br /> and replaced in 2003. A few years after construction, multiple sinkholes were observed <br /> along this sewer trench due to settlement from trench backfill. The 15-foot depth of the <br /> trench contributed to the problem of settlement of the backfill. The original sinkholes <br /> were repaired by open trench in 2006. Additional sinkholes were repaired through <br /> compaction grouting in 2008 and 2012 by TPGC. However, the sinkholes on the <br /> remaining unrepaired areas along this sewer line alignment continue to develop the <br /> same failure characteristic as the repaired sinkholes. This project will provide long-term <br /> trench failure prevention of the remaining sewer line alignment on Vineyard Avenue, <br /> from Sauterne Way to Clara Lane, by filling the voids with grout. <br /> DISCUSSION <br /> This project consists of stabilizing approximately 1,150 linear feet of sewer trench on <br /> Vineyard Avenue, from Sauterne Way to Clara Lane, by a compaction grouting method. <br /> Budget <br /> The estimated total expenditure for this project is $189,055, including a construction <br /> contingency of approximately 15 percent of the construction contract ($23,355) and <br /> construction services ($10,000). See Attachment 1 for a funding and expenditure <br /> summary. <br /> Staff recommends the transfer of a total of $39,055 from CIP No. 17202 to complete the <br /> funding for this project. <br /> Bids <br /> Sealed bids for this project were opened on November 20, 2018. There were five (5) <br /> bids received, with bid amounts ranging from $155,700 to $239,000. The low bid <br /> amount is approximately 37 percent lower than the Engineer's Estimate of $245,800 <br /> (see Attachment 2). <br /> There is a discrepancy and an omission in the bid proposal submitted by the apparent <br /> lowest bidder, TPGC. However, the City reserves the right to waive inconsequential <br /> omissions or discrepancies in any bid as stated in the "Notice to Bidders: Rejection of <br /> Bids." <br /> The discrepancy is that the bid proposal forms were all included with the bid submittal, <br /> but were removed from the bound bid documents. Since this discrepancy does not <br /> materially affect the bid nor give the low bidder an unfair advantage, staff believes it is <br /> appropriate to waive the discrepancy. The bidder also omitted a signature on the bid <br /> proposal form, but all other required documents, including the bid bond, were signed. <br /> Again, staff believes it is appropriate to waive this inconsequential omission for the <br /> same reason as stated in the "Notice to Bidders." Therefore, the bid was determined to <br /> be responsible and responsive. <br /> TPGC successfully completed the previous two projects on Vineyard Avenue for the <br /> City in 2008 and 2012. Past work performed by TPGC was verified to be satisfactory. <br /> Staff recommends award of the construction contract to the lowest responsible bidder, <br /> The Pressure Grout Company for $155,700. <br /> Page 2 of 3 <br />
