Approve the fourth amendment in a not-to-exceed amount of $30,000 to the <br /> agreement with Woodard & Curran to provide additional design services and extend <br /> the term of their contact to April 30, 2019. <br /> FINANCIAL STATEMENT <br /> There is no financial impact associated with these actions. All required funding has <br /> been budgeted for the Recycled Water Infrastructure project. The remaining loan/grant <br /> balance available for the project totals $225,208, with an anticipated expenditure of <br /> $57,000 for the increases to the GSE Construction Company, Inc. contingency amount <br /> and the Woodard & Curran contract associated with this project. <br /> DISCUSSION <br /> On January 16, 2018, City Council awarded a contract to GSE Construction Co, Inc. in <br /> the amount of $322,800 to install a City-purchased pre-packaged water pressure <br /> booster station at the Ken Mercer Sports Park. As part of the award consideration, City <br /> Council also authorized the Director of Engineering to approve and execute any <br /> required contract change orders to address unanticipated project conditions for a not-to- <br /> exceed amount of $33,000 (approximately 10 percent of contract). To date there have <br /> been three change orders on the project to date, totaling $34,655. <br /> As the project is nearing completion, PG&E is requiring changes. This work involves <br /> replacing the PG&E meter panel that services the booster station. This is unfortunate as <br /> PG&E provided direction during the design of the project, indicating the required meter <br /> panel, but now have indicated the panel they originally specified and installed does not <br /> meet their needs. Staff, along with Woodard & Curran electrical engineers, attempted to <br /> work with PG&E on this issue, but resolution was not reached. To address this issue <br /> and get power connected to the booster station, a new panel will need to be ordered <br /> and installed. This additional work is estimated at $25,000. <br /> Woodard & Curran is the project consultant that designed every component of the City's <br /> Recycled Water Distribution System. Woodard & Curran has also performed <br /> construction administration services on this project. There have been three <br /> amendments to their original consultant agreement to date. It is recommended that City <br /> Council approve a fourth amendment in the not-to-exceed amount of $30,000 to input <br /> the project as-built drawings into the City's Graphic Information System (GIS), and to <br /> assist with the change orders associated with the PG&E requirements to provide power <br /> to the pump station. In addition, the fourth amendment will extend the term of the <br /> agreement to April 30, 2019. There are additional design services for the PG&E meter <br /> panel (discussed above) included in the amendment, but most of the additional services <br /> are related to inputting record drawing information into the GIS system format for the <br /> entire Recycled Water System installed in the Hacienda Business Park. <br /> Both the additional construction contingency on the GSE contract, and the Woodard <br /> and Curran Company design agreement amendment are eligible to be billed toward the <br /> CWSRF loan and grant funding. <br /> Page 2 of 3 <br />
