THE CITY OF <br /> m.= -`"" CITY COUNCIL AGENDA REPORT 11 <br /> pLE ASANTON; <br /> December 4, 2018 <br /> Engineering <br /> TITLE: AUTHORIZE THE DIRECTOR OF ENGINEERING TO APPROVE AND <br /> EXECUTE REQUIRED CHANGE ORDERS WITH GSE CONSTRUCTION <br /> COMPANY, INC., FOR AN ADDITIONAL AMOUNT NOT-TO-EXCEED <br /> $27,000, AND APPROVE THE FOURTH AMENDMENT IN A NOT-TO <br /> EXCEED AMOUNT OF $30,000 TO THE AGREEMENT WITH WOODARD & <br /> CURRAN , FOR THE RECYCLED WATER INFRASTRUCTURE <br /> EXPANSION — KEN MERCER SPORTS PARK BOOSTER STATION <br /> PROJECT, CIP NO. 14126A <br /> SUMMARY <br /> In January 2018, City Council authorized a contract with GSE Construction Company, <br /> Inc., including authorizing the Director Engineering to approve and execute change <br /> orders to a not-to-exceed amount of $33,000 for the Recycled Water Infrastructure <br /> Expansion — Ken Mercer Sports Park Booster Station Project. This amount was <br /> approximately 10 percent of the awarded construction contract. The project is nearing <br /> completion; however, the contingency fund is nearly expended and it is anticipated <br /> there will be an additional $27,000 in change orders necessary to complete the work. It <br /> is recommended that City Council approve an additional $27,000 in contingency to <br /> cover the expected change orders associated with the PG&E power service connection. <br /> Woodard & Curran (formerly RMC Water and Environmental) is the project consultant <br /> and designer of the City's Recycled Water Distribution System. There have been three <br /> amendments to their original consultant agreement, and it is recommended that City <br /> Council approve a fourth amendment in the not-to-exceed amount of $30,000 to input <br /> the project as-built drawings into the City's Graphic Information System (GIS), and to <br /> assist with the change order(s) associated with the PG&E requirements to provide <br /> power to the pump station. <br /> There are funds within the Recycled Water Infrastructure Project budget to for the <br /> additional construction contingency and the Woodard & Curran design contract <br /> amendment. Both the contingency and the amendment qualify to be billed toward the <br /> Clean Water State Revolving Fund (CWSRF) loan and grant funding. <br /> RECOMMENDATION <br /> 1. Authorize the Director of Engineering to approve and execute required change <br /> orders to the contract with GSE Construction Company, Inc., for the Recycled Water <br /> Infrastructure Expansion — Ken Mercer Sports Park Booster Station Project, CIP No. <br />
