PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Public Hearing: Consider resolution adopting Capital Facility, Transportation and Affordable <br /> Housing Development Impact Fees and amending the Master Fee Schedule <br /> Director of Finance Olson presented details of the report including incorporation of feedback from <br /> City Council from prior discussions. She addressed the Capital Facility Impact Fees and <br /> Transportation Fees. <br /> In response to Councilmember Brown's inquiry regarding changes in Transportation Fees, <br /> Director of Finance Olson reported several assumptions in the Transportation Fees were <br /> changed. She explained the changes were a result of feedback received by various groups. The <br /> changes reflected the application of other methodologies, assumptions of square footage <br /> allocated to office workers and the identification of projects associated with the JDEDZ fee. <br /> Councilmember Pentin added that the items marked "changed to" could be the maximum. <br /> Director of Finance Olson continued with the report and addressed Affordable Housing Impact <br /> Fees, Comparative Cumulative Impact Fees with respect to Dublin and Livermore, and <br /> Comparative Cumulative Development Impact Fees excluding Housing and Housing Only. She <br /> noted when Dublin and Livermore last updated their fees and when they expect to update them <br /> again. The presentation continued with references to Staff Recommendation Goals, <br /> Recommendations for Capital Facility and Transportation, Affordable Housing, and Alternative <br /> Options. Additionally, she provided Policy Considerations, a Summary of Options for Council <br /> Consideration, and Steps Moving Forward. <br /> Mayor Thorne inquired whether the City Council could review the fees prior to the five-year <br /> benchmark if needed. Director of Finance Olson responded affirmatively. <br /> Councilmember Olson referenced the proposed Development Impact Fee for single-family <br /> residential and asked if it included Zone 7 fees. Director of Finance Olson responded affirmatively. <br /> Councilmember Brown noted fees are to be adjusted annually by the Engineering News Record <br /> Construction Cost Index and inquired whether that is the existing practice. Director of Finance <br /> Olson stated that method is what is currently in practiced and briefly explained Consumer Price <br /> Index (CPI) measurement. <br /> Brief discussion ensued related to fee review at the five-year benchmark. <br /> Mayor Thorne opened the public hearing. There being no speakers, he closed the public hearing. <br /> Councilmember Pentin expressed his appreciation to staff and said Pleasanton would be better <br /> served with Alternative Option 3. <br /> Councilmember Brown concurred. <br /> MOTION: It was m/s by Pentin/Brown to adopt and waive full reading of Resolution No. 18-1047 <br /> amending the Master Fee Schedule to update the existing Capital Facility, Transportation and <br /> Affordable Housing Development Impact Fees. including Alternative Option 3.
